AFM began by asking
customers for candid input on critical core service requirements, services
no longer needed, and recommendations for improving service delivery. AFM
managers then identified planning assumptions and givens that set the boundaries
for the strategic plan. Finally, major ongoing initiatives for which AFM
is responsible were incorporated in the strategic planning and improvement
process. All this information was used to develop an initial framework
of strategic outcomes, goals, and objectives that was distributed to our
customers for review and comment prior to development of the final draft
AFM Strategic Plan.
