Biography of Jonathan L. Snare
Deputy Solicitor of Labor
U.S. Department of Labor

 

Jonathan L. Snare serves as the Deputy Solicitor of Labor. His responsibilities include working with the Solicitor to oversee one of the largest legal departments in the federal government, with nearly 600 employees, including 425 attorneys, and providing a wide range of legal services to the Secretary of Labor and to all agencies in the Department of Labor. Previously, Snare served as the Acting Solicitor of Labor from January 24, 2007, through December 19, 2007. In his capacity as Acting Solicitor, Mr. Snare was responsible for enforcing the vital workforce legal protections contained in over 180 laws under the Department of Labor’s jurisdiction through litigation and providing a full range of legal services to the Secretary of Labor and other senior officials within the Department of Labor. The Solicitor’s Office provides the legal services that are essential to enforcement programs under such important laws as the Fair Labor Standards Act, the Occupational Safety and Health Act, the Federal Mine Safety and Health Act, the Employee Retirement Income Security Act, Executive Order 11246, and the Labor-Management Reporting and Disclosure Act. The Solicitor’s Office also provides legal advice for the administration of important programs under many statutes, including the Uniformed Services Employment and Reemployment Rights Act, the Black Lung Benefits Act, and the Energy Employees Occupational Illness Compensation Program Act. Mr. Snare also served as Deputy Solicitor of Labor, the position he currently holds, from July 2006 through January 23, 2007.

Before joining the Solicitor’s Office as Deputy Solicitor of Labor in July 2006, Mr. Snare served as the Acting Assistant Secretary for the Occupational Safety and Health Administration (OSHA), leading OSHA’s staff of approximately 2,200 safety and health professionals and support personnel, from January 1, 2005, to April 3, 2006. In that role, Mr. Snare was responsible for the broad range of OSHA programs, including enforcement, compliance assistance, outreach, and cooperative programs, as well as OSHA’s regulatory agenda. He also oversaw OSHA’s budget requests for fiscal year (FY) 2006 and FY 2007 as well as implementation of the FY 2005 and FY 2006 budgets. From December 14, 2004, through December 31, 2004, and again from April 4, 2006, through July 2006, Mr. Snare served as the Deputy Assistant Secretary for OSHA.

Mr.Snare originally joined the Labor Department in June 2003 and served until December 2004 as Senior Advisor to the Solicitor of Labor. In that position, he worked on a wide variety of legal matters throughout the Department.

Prior to joining the Department of Labor, Mr. Snare was in private practice in Texas, concentrating in commercial litigation, including environmental law, and labor/employment matters, as well as administrative law and government affairs. A native of Indianapolis, Indiana, Mr. Snare received a B.A. (with Distinction) from the University of Virginia and a J.D. from Washington & Lee University School of Law. Mr. Snare enjoys tennis, skiing, cycling, history, and reading. He and his wife have one child.
