Regulatory Hurdles To The Management Of Infectious Salmon Anemia in New Brunswick

            The New Brunswick salmon aquaculture industry has worked to contain and control Infectious Salmon Anemia (ISA) since 1996. To date, the cost of mortalities and control efforts has been more than 50 million dollars (CDN), not including "lost opportunity costs" to salmon producers.  At the onset of the disease, a regulatory plan for the identification and control of ISA did not exist in federal or provincial legislation. As a result, the regulatory plan evolved in the midst of an epizootic. Key areas to be addressed included: the diagnostic criteria for identification of ISA; the threshold for regulatory action; the nature of appropriate regulatory action; indemnification of producers for losses caused by control strategies aimed at protecting stock on neighboring farms; producer compliance with the regulatory program.  The overall ISA control program in New Brunswick has evolved as a number of joint industry-government efforts. The Fish Health Surveillance Program provides for the early detection and reporting of ISA virus in all farmed salmon. The Fish Health Technical Committee reviews testing results and makes recommendations concerning control actions such as the destruction of infected stock. Fundy Salmon Crop Security Inc. is an industry funded insurance program to provide compensation for ordered destruction of stock. Bay Management Agreements set the standards of husbandry in individual bays and promote single year-class sites and bays.
