Intergovernmental Solutions Intergovernmental Communities

Since 2001 the Intergovernmental Solutions Division (ISD) of the Office of Citizen Services and Communications has directed the effort at GSA to promote the collaboration among government agencies at the Federal, State, and Local level. In order to build up trust and understanding among officials at all of these governing levels, and the public at large, ISD manages three different programs that bring these officials together to examine and resolve common problems. The emphasis of these programs is on issues surrounding the inter-operability of information technology systems among all levels of government. The three Intergovernmental Communities managed by ISD are:

  • Communities of Practice ISD supports Intergovernmental Communities of Practice with a Collaborative Work Environment that includes a wiki, discussion forum and shared files to help communities work better together. Wiki comes from the Hawaiian word for fast and is "a website where community members create/edit a web page."
  • Intergovernmental Advisory Board is composed of twelve senior officials representing various perspectives, experiences and levels of government and seeks to promote knowledge and understanding of Intergovernmental IT issues among these government levels
  • Intergovernmental Teleconference Group is also composed of senior officials from Federal, State and Local jurisdictions and associations who conduct a monthly exchange of best practices, and new developments, including OMB-led initiatives.

In addition, the ISD manages and facilitates a monthly Collaborative Expedition Workshop to support networking among Intergovernmental Communities. Each workshop is organized around a common purpose, larger than any institution. These day-long sessions facilitate the sharing of multiple perspectives and best practices around the issues discussed. ISD co-sponsors these monthly workshops with the Architecture and Infrastructure Committee and Best Practices Committee of the Federal CIO Council, and the Subcommittee on Networking and Information Technology Research and Development.
