E-Authentication Linking Policy
E-Authentication links to websites like those above that provide useful, timely, citizen-centered government information and services consistent with our linking policy.

Linking Policy
The E-Authentication website links to many websites created and maintained by other public and/or private organizations. The E-Authentication website provides these links as a service to our users. When users link to an outside website, they are leaving the E-Authentication website and are subject to the privacy and security policies of the owners/sponsors of the outside website(s). We recommend that you review the privacy policy or terms and conditions of those sites to fully understand what information is collected and how it is used.

Evaluation Criteria
The E-Authentication staff evaluates all links using the following criteria:

Links to Agency Applications
E-Authentication requires each Federal Agency Application (AA) accessible through the Portal to undergo an Electronic Risk and Requirements Assessment on a transaction-by-transaction basis to determine the risk of allowing an incorrect authentication. The criteria for this assessment are outlined in an Office of Management and Budget Policy memo M-04-04. The result of this assessment is the assignment of an assurance level rating (on a scale of 1 through 4) which determines the type of authentication credential required (e.g. user ID and password, PKI certificate, etc.) to access the AA.

The E-Authentication Program Management Office specifies additional criteria that AAs must comply with prior to being members of the E-Authentication Federation.

Links to Non-Government Websites
E-Authentication links to websites that are not government-owned or government-sponsored if these websites provide authentication credentials (also referred to as Credential Services) that may be used to access Federal Agency Applications (AAs).

Before a Credential Service (CS) is allowed to become a member of the federation and thus provide credentials to citizens and businesses wishing to access government applications, the CS must successfully pass a stringent assessment called the Credential Assessment Framework (CAF - http://www.cio.gov/eauthentication/CredSuite.htm).

The results of the CAF determine the assurance level of the credentials issued by each approved Credential Service. The E-Authentication Portal insures that access to an Agency Application, with it's assessed assurance level, is accessible only by using a credential of at least that same assurance level.

E-Authentication provides these non-government websites as a public service only. The U.S. government, including the U.S. General Services Administration (the primary sponsoring federal agency of E-Authentication), neither endorses nor guarantees in any way the external organizations, services, advice, or products included in these website links. Furthermore, the U.S. government neither controls nor guarantees the accuracy, relevance, timeliness or completeness of the information contained in non-government website links. (See Disclaimer of Endorsement for more information on this topic.)
