Agency Information Collection Activities: Submission for OMB 
Review; Comment Request


ACTION: Notice and request for comments.

SUMMARY: The Federal Emergency Management Agency has submitted the 
following proposed information collection to the Office of Management 
and Budget for review and clearance in accordance with the requirements 
of the Paperwork Reduction Act of 1995 (44 U.S.C. 3507).
    Title: Flood Mitigation Assistance--Flood Mitigation Plan.
    Type of Information Collection: Reinstatement, without change, of a 
previously approved collection for which approval has expired.
    OMB Number: 3067-0271.
    Abstract: States and communities must have a FEMA approved flood 
mitigation plan before FEMA will award project grant assistance to a 
State or community applicant. FEMA and the States will use local 
community flood mitigation plans to identify the need to provide 
technical assistance to local governments lacking sufficient resources 
to complete FMA grant applications. Secondly, and more importantly, the 
local or State government that develops the plan will use it to make 
land use decisions, implement zoning changes, encourage smarter 
development, and implement projects to reduce the impacts of flooding 
on insurable structures.
    Affected Public: State, Local or Tribal Government.
    Number of Respondents: 616.
    Estimated Time Per Respondent:


Develop new Flood Mitigation Plans--440 hours;
Modify, refine existing Flood Mitigation Plans--40 hours;
Update existing Flood Mitigation Plans and forward to the State--200 
hours;
States review, evaluate, and coordinate on Flood Mitigation Plans and 
forward to FEMA for approval--40 hours.


    Estimated Total Annual Burden Hours: 116,624.
    Frequency of Response: On Occasion.
    Comments: Interested persons are invited to submit written comments 
on the proposed information collection to the Desk Officer for the 
Federal Emergency Management Agency, Office of Information and 
Regulatory Affairs, Office of Management and Budget, Washington, DC 
20503 within 30 days of the date of this notice.
