Do states have to "include and demonstrate a substantive and active collaboration between state health and environment agencies" to be competitive?
Even in cases where a state agency's responsibilities span both health and environment it would be competitively advantageous (though not strictly required) to develop a partnership with another state agency that had responsibility for a directly related issue like ambient air quality.

Can funding under this solicitation be used to implement programs such as Tools for Schools in schools and daycares?
State agencies (environment and health or equivalent) that have completed the planning process to address the environmental triggers of asthma, including the development of a statewide strategy for this purpose, may request funding for demonstration projects that would help implement that strategy. Simple implementation of established programs does not fit within the parameters of this solicitation.

Can organizations in New England working on environmental triggers of asthma apply for funding under this solicitation?
No. "The EPA Region 1 states' (agencies) of Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island and Vermont are expressly excluded from this funding Initiative. Funding was available directly from the Region 1 Office through a different solicitation known as the Healthy Communities Grant Program to support New England states' efforts in the arena of childhood asthma and related community-based endeavors. Are only state agencies allowed to apply for funding under this solicitation or may community based organizations apply?
City and local health departments, public non-profit organizations, NGOs, and community organizations are excellent examples of potential collaborating organizations that should contact their state environment and health agencies or regional air authorities to determine if they are submitting an application under this solicitation. If so, "potential collaborating partners are eligible for compensation through subcontracting agreement(s) between the lead agency and collaborating partners as long as the state maintains a substantive role in the project."

The performance period is listed as two years and the budget amount is stipulated as $20K - $50K. Is this amount per year or over two years?
The project period is defined as "not to exceed 24 months." The budget amount is from $20K - $50K for the total project regardless of the length of the project period (up to 24 months).
