Background on BRB Judges


JUDGE NANCY S. DOLDER, Chair and Chief Administrative Appeals Judge

Judge Dolder was appointed Chair and Chief Judge of the Benefits Review Board in December 2001 by Secretary of Labor Elaine L. Chao. Judge Dolder began her career with the Department of Labor in 1985, when she was appointed one of the five permanent members of the Benefits Review Board. She served as Acting Chairman and Chief Judge of the Benefits BRB from 1993-1994. In recognition of her strong management skills Judge Dolder was appointed Associate Deputy Secretary for Adjudication in 1998. In that position she had management and administrative oversight of the three appellate adjudicatory boards in the Department of Labor and was responsible for developing strategies to reduce case backlogs.

Prior to joining the Department of Labor, Judge Dolder had eighteen years experience in the practice of public and administrative law in California. For ten years she served as Chief Counsel for the California State Teachers Retirement System and the Teachers Retirement Fund. This fund is one of the largest public investment funds in the United States. Judge Dolder holds an A.B. in political science from the University of California at Berkeley and a J.D./L.L.B. from the University of California’s Hastings College of Law. She is married to Carl E. Dolder and they have one son, Adam.


JUDGE ROY P. SMITH, Member of the Board and Administrative Appeals Judge


Judge Smith was appointed to the Benefits Review Board in May 1984. During his tenure with the Board, Judge Smith served as Chairman and Chief Administrative Appeals Judge from 1988-1990. Prior to Judge Smith’s appointment to the Board, he was an Administrative Law Judge with the Department of Labor from 1979-1984. Prior to coming to the Department of Labor, he served as the Federal Aviation Administration’s Washington Area Counsel. He earned a BA degree from St. Joseph’s College and a JD degree from Fordham University, School of Law.

JUDGE REGINA C. McGRANERY, Member of the Board and Administrative Appeals Judge


Judge McGranery was appointed to the Benefits Review Board in April 1985. Prior to her appointment, Judge McGranery had litigated civil and criminal cases for more than eleven years while serving as an Assistant United States Attorney for the District of Columbia. This work entailed prosecuting and defending cases in both the federal and local, trial and appellate courts. For more than seven years she served as a Senior Appellate Assistant United States Attorney. Judge McGranery began her legal career as the law clerk to the Honorable Edward M. Curran, then Chief Judge of the United States District Court for the District of Columbia. She is a graduate of the University of Virginia School of Law and Trinity College, Washington, DC.

JUDGE BETTY JEAN HALL, Member of the Board and Administrative Appeals Judge


Judge Betty Jean Hall was initially appointed to the Board in December 1994 as the Chief Administrative Appeals Judge and Chairman and served in the capacity until December 2001., when she was appointed as a Member. Prior to her appointment Judge Hall had extensive experience in public interest law, including Executive Director and General Counsel of the Coal Employment Project. She earned a BA from Berea College ( Kentucky) and a JD degree from the Antioch School of Law.


JUDGE JUDITH S. BOGGS, Member of the Board and Administrative Appeals Judge


Judge Boggs was appointed to the Benefits Review Board in August 2004. From 2002-2004, she served as Member of the Board and Administrative Appeals Judge for the Department of Labor's Administrative Review Board. Before joining the Department, Judge Boggs was engaged in the private practice of law, focusing primarily on administrative, health, and employment law matters. Judge Boggs has extensive previous state and federal government experience including service as Human Rights Representative for the Kentucky Human Rights Commision, Counsel to the Kentucky Mental Health Department, Special Assistant to the Administrator of the Health Care Financing Administration of the U.S. Department of Health and Human Services, and Senior Policy Analyst in the Executive Office of the President, The White House. She holds a B.A. degree from Brooklyn College of the City University of New York and a J.D.. degree from the University of Chicago Law School.
