SECTION C: ENVIRONMENTAL PERFORMANCE RESULTS



Goal 1: City of Lawrence Wastewater Utility's first goal is to increase the facility's land and habitat conservation.
None at this time. Since just being approved in late 2007, and this report submitted in Spring of 2008, there has not been sufficient time to make progress toward this goal. The sight where we intend to develop the natural area, is also part of the property purchased for the construction of the new wastewater treatment facility. This construction project has been delayed due to slow economic growth in the area. However, we will be determining an appropropriate area to return to a natural area prior to construction if necessary.

None at this time. Since this is intended to be completed all at one time, measurement of progress is "complete" or "not complete".

Goal 2: The City of Lawrence is in the process of implementing a Fats, Oils, and Grease (F.O.G.) Program to decrease the SSO's (Sanitary Sewer Overflows) caused by the grease coating the sewer lines, resulting in clogs and therefore backups from manholes and basements.
Progress is being made toward updating the ordinance. Implementation of the program will progress upon acceptance of the ordinance by the City Commission. Due to reorganization of the department, progress is slow. However, this project is still intended to be completed prior to the deadline of below.

The objective of this goal is to remove grease from the sanitary sewer system. Be removing it from the system, less resources will be needed to clean the lines. Therefore measurement of how many feed of lines cleaned will be the measurement of progress toward this project.

SECTION D: PUBLIC OUTREACH AND PERFORMANCE REPORTING


Based on public input through the elected officials, complaints and comments, citizen surveys, response to projects and programs.

Response to environmental concerns are reviewed through our management and decisions made based on various circumstances. Although there were other concerns identified, such as property, paint overspray, and other non-environmental type complaints, there were no envirnomental community concerns identified. However, there were opportunities to describe Utility environmental initiatives to the Mayor's Climate Task Force and other advisory groups, which resulted in praise and encouragement from those members of the groups (as part of the community).

Through news releases, City and neighborhood newsletters, web site, adversiting, and other means of public outreach appropriate for the specific issue.

  • I have read and agree to the terms and conditions as specified in the National Enviromental Performance Track Program Guide. This facility, to the best of my knowledge, continues to meet all program criteria;

  • I have personally examined and am familiar with the information contained in this Annual Performance Report. The information contained in this report is, to the best of my knowledge and based on reasonable inquiry, true, accurate, and complete;

  • My facility has an environmental management system (EMS), as defined in the Performance Track EMS criteria, including systems to maintain compliance with all applicable federal, state, tribal, and local environmental requirements, in place at the facility, and the EMS will be maintained for the duration of the facility's participation in the program;

  • My facility has conducted an objective assessment of its compliance with all applicable federal, state, tribal, and local environmental requirements; and the facility has corrected all identified instances of potential or actual noncompliance; and

  • Based on the foregoing compliance assessments and subsequent corrective actions (if any were necessary), my facility is, to the best of my knowledge and based on reasonable inquiry, currently in compliance with applicable federal, state, tribal, and local environmental requirements.

I agree that EPA's decision whether to accept participants into or remove them from the National Environment Performance Track is wholly discretionary, and I waive any right that may exist under any law to challenge EPA's acceptance or removal decision. I am the senior manager with responsibility for the facility and am fully authorized to execute this statement on behalf of the corporation or other legal entity whose facility is part of the National Environmental Performance Track program.
