Andersen is located in Bayport, MN; a town of ~3200 residents aprroximately 30 miles from St. Paul, MN. The manufacturing operations are housed in buildings totaling about 65 acres; the total facility with parking lots is about 110 acres. There are roughly 3,000 employees at this site. The facility is surrounded by industry to the north (a power plant), residential ares to the west and south, and the St. Croix River to the east.

Goal 1: Andersen Corporation's first goal is to reduce the facility's materials use. |

| Programs continue to be implemented with suppliers to reduce off-spec material received and increase returnable packaging. Production activities continue to focus on increased material utilization in fabrication and assembly operations as well as process improvements to reduce scrap and cull generation. |
| |

Material usage is based on the total weight of finished product produced and of total waste/recycled volumes that are shipped from the facility. The total amount of product produced is tracked internally. Total weights of all waste/recycling streams are tracked by the waste haulers and provided on either shipping manifests or invoices. From this, the total facility material usage is determined. |

Goal 2: Andersen Corporation's second goal is to reduce the facility's generation of hazardous waste. |
| |
| We continue to focus on reductions to hazardous waste generation in the painting operations. This included reducing the length of flush lines and optimizing the number/frequency of flush cycles, where feasible. The solvent recycling program was continued as the hazardous waste flush solvent is recycled at an off-site vendor location and the reclaimed material re-purchased for reuse in the flushing system. In 2007, the slower business conditions resulted in smaller batch sizes and more frequent flushing of the paint lines, which limited progress towards the goal. |

Goal 3: Andersen Corporation's third goal is to reduce the facility's VOC emissions. |
| |
| Andersen continued to look for continuous improvement opportuntities in preservative and coating operations to reduce emissions. These improvements off-set the increased demand for painted interior units. Andersen also invested resources into the research and development of low-VOC coatings that would eventually reduce the demand on traditional solvent-based coatings. |

The Andersen Community Advisory Committee (CAC) has been a stakeholder in Andersen's environmental performance for over 10 years. They reviewed and approved the SGF as part of the XL Project permitting process. They continue to be involved by reviewing our environmental performance and committments under the Project XL Agreement and XL Permit. |

A component of Andersen's XL Project with EPA and the MPCA is to have community outreach and communication. Andersen established a Community Advisory Committee (CAC) in the late 1990's and it has met routinely since its inception. The CAC provides a forum for individuals to communicate and discuss environmental concerns with Andersen.

In 2007, the Andersen CAC met two times. Any concerns from CAC members or the community were discussed at those meetings. In addition, Andersen launched a Project XL / CAC Website in mid-2007. The website includes a contact page for the community to contact Andersen with concerns. In 2007, two calls were made to Andersen related to environmental concerns. Andersen responded to those concerns as quickly as possible and, when feasible, invited persons to the Andersen CAC meetings.

Andersen developed a Project XL / CAC website that provides the community information on our environmental performance under the Project XL commitments.

- I have read and agree to the terms and conditions as specified in the National Enviromental Performance Track Program Guide. This facility, to the best of my knowledge, continues to meet all program criteria;
- I have personally examined and am familiar with the information contained in this Annual Performance Report. The information contained in this report is, to the best of my knowledge and based on reasonable inquiry, true, accurate, and complete;
- My facility has an environmental management system (EMS), as defined in the Performance Track EMS criteria, including systems to maintain compliance with all applicable federal, state, tribal, and local environmental requirements, in place at the facility, and the EMS will be maintained for the duration of the facility's participation in the program;
- My facility has conducted an objective assessment of its compliance with all applicable federal, state, tribal, and local environmental requirements; and the facility has corrected all identified instances of potential or actual noncompliance; and
- Based on the foregoing compliance assessments and subsequent corrective actions (if any were necessary), my facility is, to the best of my knowledge and based on reasonable inquiry, currently in compliance with applicable federal, state, tribal, and local environmental requirements.
I agree that EPA's decision whether to accept participants into or remove them from the National Environment Performance Track is wholly discretionary, and I waive any right that may exist under any law to challenge EPA's acceptance or removal decision. I am the senior manager with responsibility for the facility and am fully authorized to execute this statement on behalf of the corporation or other legal entity whose facility is part of the National Environmental Performance Track program.
