Continuity of Operations and Continuity of Government

COOP GraphicContinuity of Operations Planning is good business, and good government. There is a range of reasons why one or more Department of Transportation facilities could become unusable for a short or a long time. To make sure the Department can continue to provide its essential functions, DOT has developed a Continuity of Operations (COOP) program.

Through the COOP program, the Office of Intelligence, Security, and Emergency Response has fully coordinated a COOP plan for the Secretary's Office; assuring vital secretarial functions can be performed under even the most difficult circumstances. OET maintains and operates an alternate facility for the Office of the Secretary. A schedule of tests and exercises is maintained.

Each of the Department's Operating Administrations is also developing COOP plans, for both their headquarters and regional offices. Plans are under way to maximize the benefits of telecommuting for many DOT staff in an environment where facilities are not usable. Security for vital records is an important component of these plans.

Photo of BuildingThe Continuity of Government (COG) program ensures the continued performance of essential DOT functions and support of the President during national security situations. The Office of Intelligence, Security, and Emergency Response manages the COG program. DOT works closely with other federal agencies, under the leadership of FEMA, to make sure the top levels of government continue, even if the country were under attack. Most components of the COG program are classified.
