The Eastern Maine Processing and Distribution Facility processes all incoming and outgoing mail for northern Maine. As of December 31, 2007, the facility employed 249 workers over three tours on a 24/7 365 day year basis.




The Eastern Maine Processing and Distribution Facility is located at 16 Penobscot Meadow Drive in Hamdpen, Maine, in an area zoned for industrial use. The site covers 16.43 acres and the Postal owned two story building contains 183,697 square feet. It is located 2000 feet east of the Penobscot River. The site lies at an elevation of 100 feet above mean sea level and the geographic coordinates are 44 degrees 46' 42" N latitude and 68 degrees 47' 30" W longitude.

SECTION C: ENVIRONMENTAL PERFORMANCE RESULTS



Goal 1: U.S. Postal Service Eastern Maine Processing and Distribution Facility's first goal is to reduce the facility's hazardous materials use, specifically solvent based paint.
In 2007 the Eastern Maine PDF did not generate any solvent based paint. Our facility has adopted a Standard Operating Procedure that avoids future purchase of solvent based paint and this procedure is available on our Northeast Area internal website. We have notified our employees of our Performance Track goals to ensure each employee is supporting our three year objectives.

Our data collection process relies on our annual waste tracking report prepared by the Supervisor of Maintenance Operations. This report is submitted to the Environmental Specialist each year for review. The data is compiled and compared to the previous years waste generation activties to determine how progress to date. Specific waste data is derived from the manifests maintained on site at the Eastern Maine PDF.

Goal 2: U.S. Postal Service Eastern Maine Processing and Distribution Facility's second goal is to reduce the facility's generation of non-hazardous waste, specifically oil.
In 2007 the Eastern Maine PDF issued a newsletter notifying employees of our Performance Track goals with respect to the reducting of non-hazardous waste, specifically oil. The only factor that impacted our ability to make a major reduction in the use of oil during 2007 was the short period between the acceptance of the Eastern Maine PDF into the Performance Track program and the end of the 2007 calendar year.

Our data collection process relies on our annual waste tracking report prepared by the Supervisor of Maintenance Operations. This report is submitted to the Environmental Specialist each year for review. The data is compiled and compared to the previous years waste generation activties to determine how progress to date. Specific oil waste data is derived from the manifests maintained on site at the Eastern Maine PDF.

Goal 3: U.S. Postal Service Eastern Maine Processing and Distribution Facility's third goal is to reduce the facility's total (non-transportation) energy use.
The Eastern Maine PDF conducted an energy audit in February 2007 to determine opportunities to reduce energy consumption from lighting and equipment. The energy audit, conducted by Honeywell, determined that total energy cosrts for electricity for the previous year was $505,011 reflecting 4,512,000 kilowatt hours. As a result of this survey, the Eastern Maine PDF identified substantial electrical energy savings opportunities. The Honewell audit recommended that improved lighting be installed. The improvements were evaluated during the fall of 2007 and have resulted in additional Performance Track goals.
Note: On 3/19/08, electricity usage for 2006 was changed from 8,069 kWh to 4,532,400 kWh. Facility had accidentally entered incorrect data for 2006. 2006 value for fuel oil was not entered previously, and this was an oversight on the part of the facility. The facility uses fuel oil for heat, and propane as a back-up. Propane was not in use in 2006. 2007 was the first year of propane use.

The Eastern Maine PDF uses its utility invoices to track progress toward the reduction of facility related energy use. The data collected in 2007 relied heavily on the data provided by Honeywell which collected pre-retrofit annual electric energy usage and post-retrofit annual energy usage. Ongoing tracking of energy savings rests with the maintenance staff using utility invoices from Bangor Hydro Electric.

Goal 4: U.S. Postal Service Eastern Maine Processing and Distribution Facility's fourth goal is to reduce the facility's materials use, specifically wood pallets.
In 2007 the Eastern Maine PDF began a new system to track the usage of wood pallets. Our facility used 2 tons of wood pallets in 2006. These pallets primarily come from vendors who supply equipment and goods on wooden pallets. In order to reduce the quantity of these wood pallets, we are working on a swap program that would ensure vendors take back wood pallets whenever they deliver goods to the USPS. In addition, we have notified our employees of our Performance Track goal to ensure each employee is supporting this objectives.

In 2007 the facility made great strides with the reduction in the use of wood pallets. This achievement reflects the Eastern Maine PDF staff efforts to re-use existing pallets including wood pallets. Instead of bringing more wood pallets into the plant, the maintenance staff has refurbished existing pallets thereby reducing the overall quantity on hand. This has been made possible by complementary efforts to avoid the acceptance of wood pallets that are not Postal Service procured.

The Maintenance staff at the Eastern Maine PDF track the number of pallets on site. The annual waste tracking form submitted to the Environmental Specialist provides an annual summary of wood used at the facility for a 12 month period. Data collection is the responsibility of the Maintenance Manager or her staff.

SECTION D: PUBLIC OUTREACH AND PERFORMANCE REPORTING


There are procedures in place for community members voicing environmental issues. The Facility's Environmental Cooordinator forwards any concerns from the community to the Environmental Specialist who then responds to these concern via phone, mail or email. A website www.uspsperp.com has Performance Track and Wastewise goals and measurements posted. Bob Fox, Environmental Specialist for the District of Maine is working with Michelle Trask on a Community Outreach program involving beneficial of our wood pallets and to increase plastic recycling. During the last two months we have made our website completely operational for public access and have posted our environmental newsletter on our Performance Track goals on this website.
One of the environmental concerns identified at our Eastern Maine PDF was the possible release of a bioterrorism agent through the mail. As a result of the anthrax incidents in 2001, the Eastern Maine PDF has partnered with local emergency preparedness organizations to ensure that our emergency action plans are consitent and compatible with those of the community.
During 2008, we will revise our environmental newsletters on our publically available website www.USPSPERP.com <http://www.uspsperp.com/> to solicit environmental concerns from the public regarding our facilities. We will also post our newsletters in the nearest Post Office.

We responded to the community's environmental concerns with a possible bioterrorism event associated with the mail by working on a cooperative response to such incidents. Our Environmental Specialist and our Maintenance staff have played a key role in working with the community and emergency preparedness staff to address potential emergency scenarios and to respond accordingly.

We have posted an Environmental newsletter concerning our facility's performance track goals on our website: www.uspsperp.com. This is a publicly accesible website. During the last two months we have made significant efforts to make our information available to the community. The revised USPS website for the Northeast Area environmental program allows us to upload documents about activities at the Eastern Maine PDF so they can be viewed by the public. In addition, in order to ensure that all our stakeholders are familiar with our Performance Track commitments, we have created a newsletter titled "Keeping You Posted" that identifies our facility's three year goals. We have disseminated this newsletter internally and externally. See the attached document.
