Our facility is headquarters of the Lockheed Martin Systems Integration business. The facility develops and produces maritime helicopter systems as well as the next presidential helicopter, is one of the largest suppliers of postal automation systems to the United States Postal Service, and is a primary supplier of information technology solutions in the federal market.

The Owego facility has approximately 3500 employees, and the main site is approximately 300 acres in southern Tioga county, New York. The facility is in a rural setting and access is restricted.

SECTION C: ENVIRONMENTAL PERFORMANCE RESULTS



Goal 1: Lockheed Martin System's Integration-Owego's first goal is to use the Electronic Product Environmental Assessment Tool (EPEAT) classification system when upgrading their computers to reduce hazardous material waste and energy consumption.

The facility's information technology group has modified its procurement practices so all computer systems purchased for desktop or laptop use are EPEAT models. Purchases in 2007 were silver rated computers. Also, many older CRT monitors in use across the site were replaced EnergyStar flatscreen models.

Goal 2: Lockheed Martin Systems Integration-Owego's second goal is to reduce the facility's SOx emissions.
The facility is installing a biomass boiler to use renewable energy instead of fuel oil #6 and natural gas. This project was designed, pre-construction environmental permitting was completed, and construction was started in 2007. The facility expects the biomass boiler to begin operation late in 2008.

The majority (about 98%) of SOx emissions are from the use of fuel oil #6. The storage tank levels are measured and the delivered quantity is known. The remainder is natural gas and #2 fuel oil. The natural gas is based on purchase records and the #2 is based on tank levels or emergency generator run time.

Goal 3: Lockheed Martin Systems Integration-Owego's third goal is to reduce the facility's total (non-transportation) energy use and to invest in renewable energy sources.
The following energy conservation projects were completed in 2007: Energy review/audits of building were begun during off-shifts looking for energy waste. These will continue into 2008. Items were addressed at the time of the review or entered into the Maintenance tracking system for correction.
A compressed air expansion tank was installed to increase overall system efficiency, completed in November.
Economizers were installed on the HVAC (heating, ventilation and air conditioning) units for B.001 building relief fans.
These additional projects also were performed:
Design, permitting and began construction of biomass boiler facility
RO (Reverse Osmosis) Water consumption reduction
EPEAT computer purchase

Electricity and natural gas consumption quantities are from utility bills. Fuel oil quantity is from tank level measurement and delivery quantity. Propane use is an estimate for its very limited use on site.

Goal 4: Lockheed Martin Systems Integration-Owego's fourth goal is to reduce the facility's total water use.
The facility performed a water usage study to determine where significant water use was and costs associated with various water uses to determine where water reduction efforts would be most cost effective. The facility determined that reducing the use of RO (Reverse Osmosis - ultrapure) water would be most cost effective. The following activities were performed to reduce RO rinse water usage:
Added conductivity meters to control water flow to only when needed
Modified rinse waste modules on process line to re-ciruclate water
Updated operator training on shutdown procedures

Water use is determined from water utility bills.

SECTION D: PUBLIC OUTREACH AND PERFORMANCE REPORTING


The facility uses the same process for community concerns as it does for any external inquiries. The calls are referred to the Communications department from the call center, and the Communications department uses a press inquiry form to record the concern and formulate a response. While the facility does not proactively seek out community concerns on its environmental practices, the facility is a member of the Chambers of Commerce in Broome and Tioga Counties, and have employees sitting on the boards of directors of both organizations. The facility is represented at economic forums, local business shows, and meetings of the Tioga County Department of Economic and Development Planning to maintain a strong presence in the community, and if any environmental concerns exisited, they could be easily voiced.



The community has not had any community environmental concerns in the past year.

The facility responded to a press inquiry in July 2007 resulting in the attached newspaper article discussing the biomass boiler facility now under construction.
