Subject: Revised State Fiscal Operating Plan (SFOP) Form to Include FY
1996 DVOP/LVER Carryover Columns (5th quarter columns) and Revised
Instructions
I. Purpose: To distribute to State Employment Security Agencies (SESAs)
and Veterans' Employment and Training Service (VETS) staff a revised State
Fiscal Operating Plan (SFOP) form. The revised plan also includes instructions
on proper completion of the new format.
II. Reference: Solicitation for Grant Application (FY 1995 SG);
Veterans' Program Letters (VPLs) 4-96 and 8-96.
III. Background: The SGA and VPL 4-96 indicate that upon notice of an
appropriation states will be notified by the DVET to submit a SFOP. VPL 5-96
states that when there is a carryover it is to be included in a new fiscal year
SFOP (5th quarter columns) and the carry-over dollar amount identified in a
narrative explanation. It further states that a revised SFOP form is being
developed and will be issued under separate cover. The new and revised SFOP is
attached. Grant awards for FY 97 were signed by the Grants Officer on October
25, 1996, and Notice of Obligation Authority (NOAs) were subsequently issued to
SESAs by Regional Administrators for Veterans' Employment and Training
(RAVETs).
IV. Actions Required:
A. Directors for Veterans' Employment and Training (DVET) will notify
SESAs of the need to prepare and submit a SFOP based on the approved FY 1997
Disabled Veterans' Outreach Program (DVOP)/Local Veterans' Employment
Representative (LVER) grant modification.
B. DVETS will meet with their respective State agency counterparts to
discuss and explain the revisions to the SFOP format. The DVET will provide,
upon request, technical assistance in completing the form.
C. Grantees are to submit a completed SFOP to their DVET no later than
close of business on December 16, 1996.
D. DVETs, after reviewing the SFOP form for accuracy and completeness,
will submit the form to the Chicago DVOP/LVER Regional Lead Center thru the
appropriate Regional Administrator within five (5) work days after receipt from
the state agency.
