Governmentwide Acquisition Contracts or GWACs are task order or delivery order contracts for information technology established by one agency for governmentwide use. Each GWAC is operated by an Executive Agent designated by the Office of Management and Budget pursuant to Section 5112(e) of the Clinger-Cohen Act, 40 U.S.C. 1412. VETS Veterans Technology Services (VETS) - The VETS GWAC is a small business set-aside contract for service-disabled veteran-owned (SDVO) small technology firms. The VETS GWAC features a period of performance from February 2, 2007 to February 1, 2012 with one, five-year option. In addition, the GWAC has a $5 billion program ceiling, two functional scope areas including Systems Operations & Maintenance and Information Systems Engineering. Also, all ordering procedures are based on Fair Opportunity (FAR 16.505). The VETS GWAC assists in meeting the 3% goal for contracting with service-disabled veteran-owned firms. The VETS contracts are easy to use, pre-competed, and they have a short procurement lead time. Federal buyers who wish to use the VETS GWAC must receive training and be granted a delegation of ordering authority prior to issuing task orders.
