DOL SealThe Business Operations Center provides a wide range of high quality, customer friendly, administrative services in support of Department of Labor (DOL) programs. Develops policy for and manages DOL's procurement, grants management, and cost determination. Provides a comprehensive program of administration and management support services to Departmental Management and other BOC client organizations. These services include, but are not limited to, OASAM strategic planning, procurement services, building management, engineering support, space, telecommunications, printing, and publishing, and mail distribution.

The Office of Acquisition Management Services (OAMS) within OASAM's Business Operations Center, establishes the procurement and grant policy for the Department of Labor (DOL). OAMS implements responsibilities of the DOL Competition Advocate, and provides staff support to the Procurement Review Board. OAMS also implements the procurement oversight functions of DOL, including consolidation of DOL's Annual Acquisition Plan and Procurement Forecast, managing DOL Debarments and Suspensions, EPS administration, conducting procurement management reviews of regional and national offices, maintenance of all procurement data on the Federal Procurement Data System (FPDS) and grant data on the Federal Assistance Award Data System (FAADS), representing DOL on the Civilian Agency Acquisition Council (CAAC) and the Procurement Executive on other procurement and grant related intra- and inter-agency task force sets DOL procurement and grant policy. Implements the responsibilities of DOL Competition Advocate, and provide staff support to the procurement Review Board. Through OAMS’ Division of MEO Management, OAMS oversees a major A-76 competition won by DOL. Through OAMS’ Division of Cost Determination, OAMS is also responsible for negotiating indirect cost rates and cost allocation plans with DOL grantees and contractors, using the applicable cost principles on behalf of the Federal government. Further, it is also responsible for doing pre-award reviews and audit resolution of indirect cost audit findings.

OFFICE OF ADMINISTRATIVE SERVICES

The Office of Administrative Services (OAS) provides a wide range of administrative service in support of the Department of Labor programs, including: (a) operation of a "one-stop" customer service office to process the diverse administrative requirements for DOL clients in the national office; (b) directs the building management program for the Frances Perkins Building, including building maintenance in accordance with GSA's delegated authority, physical security of the facility, and engineering and space alteration support services; (c) operation of DOL's printing management, duplication and distribution program pursuant to guidance of the Joint Committee on Printing and GPO regulations; and (d) coordinates and implements the DOL space and telecommunications management program nation-wide.

OFFICE OF COMPETITIVE SOURCING

The Office of Competitive Sourcing is responsible for overseeing the planning and implementation of DOL's competitive sourcing program; assisting DOL agencies in planning and conducting streamlined and standard competitions; guiding DOL agencies on the continued refinement and increased accuracy of DOL's annual FAIR Act inventory; leading DOL organizations in developing competitive sourcing plans, to ensure conformance with broad program goals set by DOL; developing DOL-specific competitive sourcing policies and procedures; and collaborating with key personnel in the various DOL agencies to achieve DOL-wide competitive sourcing objectives.

OFFICE OF WORKER SAFETY AND HEALTH

The Office of  Worker Safety and Health  provides leadership, policy guidance, technical advice, and overall administration and management of the Department's internal safety, occupational health, and workers' compensation programs. OFFICE OF MANAGEMENT SUPPORT SERVICES

The Office of Management Support Services (OMSS) within OASAM’s Business Operation Center provides leadership, policy development and guidance, technical advice, and overall administration and management of the Records Management, Mail Management, and Forms and Stationery Management programs for the Department of Labor (DOL). OMSS is also responsible for the administration and management of the Property Management program for OASAM. In addition to policy development, OMSS plans, develops, and coordinates records and mail management activities; reviews and coordinates the approval of new and/or revised administrative forms and stationery; develops and implements DOL administrative file classification methods; and serves as liaison between DOL and National Archives and Records Administration, the General Services Administration, express mail services vendors, and the United States Postal Service.
