SECTION A: ABOUT YOUR FACILITY

Internally within your company  
The Rochester PDC employs 770 employees who process incoming and outgoing mail for the Greater Rochester New York area. Mail processing is a highly automated operation that relies on facer canceller machines, delivery bar code sorters, optical character readers and other sorting and scanning equipment to process nearly one billion pieces of mail each year.

The Rochester plant is a separate facility with separate management from the Rochester VMF.
 
The Rochester Processing and Distribution Center (P&DC) is located at 1335 Jefferson Road in Rochester, New York. The total United States Postal Service (USPS) site covers approximately 43.5 acres and consists of a 700,000 square foot P&DC. The site lies at an elevation of approximately 500 feet above mean sea level and the geographic coordinates are 43° 04’ 60” north latitude and 77° 35’ 43” west longitude. The Rochester Vehicle Maintenance Facility is co-located on this site. The VMF already is a member of Performance Track.

All storm water runoff originating from the site flows into a swale that discharges to a small unnamed seasonal stream. The unnamed stream discharges into Allen’s Creek. Because the storm drains discharge to waters of the United States (US), a State Pollutant Discharge Elimination System (SPDES) Permit and Stormwater Pollution Prevention Plan (SWPPP) are required for this facility. The facility has been issued a general permit, NYR00C203 (GP-98-03), by the New York State Department of Environmental Conservation (NYSDEC). This permit prohibits the discharge of non-stormwater to the stormwater sewer system and requires implementation of a SWPPP and maintenance of water quality.

Oil and hazardous materials are typically stored inside the P&DC to minimize the potential for stormwater contamination. The P&DC typically stores the following materials on-site: new and used oil, paint, parts cleaner solution, and batteries. The SWPPP addresses exposed significant materials and describes best management practices (BMPs) that have been implemented to reduce the potential for stormwater contamination.

The Rochester P&DC is classified as a Small Quantity Generator (SQG) of hazardous waste. Typical hazardous waste streams include: waste paint, waste ink, waste parts cleaner aqueous solvent, and aerosol can residue. The facility Environmental Protection Agency (EPA) identification number is NYD082752817. Spent fluorescent bulbs, spent batteries and electronic waste are recycled. Hazardous wastes, non-hazardous wastes, and batteries are stored in a shed on the west side of the Rochester P&DC prior to disposal. The Rochester P&DC produces a small amount of Regulated Medical Waste (RMW) in the medical offices.

The total volatile organic compound (VOC) emissions for the Rochester P&DC are below the threshold for an air emissions permit. The facility has a small parts cleaning station and is heated by natural gas-powered furnaces.
The Facility Asbestos Containing Building Materials (ACBM) and Lead Based Paint (LBP) Inspection Report contains an inventory of all suspect building materials located on-site. The building includes areas where the asbestos content is greater than 1% and areas where lead paint was historically used.

Because the Rochester P&DC and Rochester VMF are contiguous and the total oil storage capacity of both facilities exceeds 1,320 gallons, the facility is required to have a Spill Control and Countermeasure Plan (SPCC Plan). An SPCC Plan was developed for the site. Items addressed in the SPCC Plan include above ground oil storage containers with a capacity of 55 gallons or more.

The Rochester VMF is a separate facility with separate management from the Rochester plant. The VMF is already a Performance Track facility.
 
There have not been any recent changes in facility ownership. The USPS has owned this site since 1977. USPS operations have been changed within the last three years to address bio-hazards in the mailstream. As a result of the 2001 anthrax crisis, the Rochester, NY PDC is equipped with state of the art Bio Hazard Detection equipment.  
The Rochester, NY PDC also has a vehicle maintenance facility that is not included in this application since the VMF is already a member of Performance Track.

Plastic shrink wrap sent to the landfill.  
We undertook an education program to familiarize our operations, mail processing and custodial employees of the environmental and economic advantage of recycling plastic. In 2005, the Rochester plant generated 6 tons of shrink wrap plastic-all of which was landfilled and not recycled. In 2007, 15 tons of shrink wrap plastic was generated, of which 90% or 13.5 tons were recycled and 1.5 tons were landfilled. Our achievement was to decrease the amount of shrink wrap plastic landfilled from 6 tons in 2005 to 1.5 tons in 2007.

Second Achievement

lithium and Ni-cad batteries sent to the landfill.  
We trained our maintenance employees with our revised Universal Waste Plan to recycle all batteries, including nicads and lithiums. In 2005, we disposed of 565 batteries, landfilling 226 (113 pounds) and recycling 339 batteries (169.5 pounds). In 2007, we disposed of 855 batteries, of which 770 (385 pounds) were recycled and 85 (42.5 pounds) were landfilled. Our past achievement was to decrease the amount of batteries landfilled from 113 pounds in 2005 to 42.5 pounds in 2007.

For years, the Postal Service has used 30% post consumer waste recycled paper. The Western New York District prepared a district wide report for 20 # 30% recycled white paper for the Buffalo and Rochester plants totalling 7620 reams x 500 sheets= 3810000 sheets x 0.010125 lb/sheet=38576 pounds of paper, of which 20914 pounds of paper were Buffalo's and 17662 pounds were Rochester's. All of these purchases were 30 % post consumer paper. Therefore, the relevent weight of 30% post consumer paper for Rochester in 2007 was 5299 pounds. Our goal in 2010 is to increase the purchase of ost consumer paper from 5299 pounds in 2007 to 5799 pounds in 2010.
We plan to train our procurement officials on the importance of buying 50 % recycled content paper to meet our routine paper needs.
 
Data will be collected using our contract with OfficeMax, our sole provider of copy paper for the Buffalo plant. Data is collected through our internal procurement tracking system (ieEbuy) and reports can be provided on a quarterly or annual basis.

We plan to establish an inventory control system for wooden pallets to enable longer term use of these valuable resources. Currently, wooden pallets are not accountable property and as a result these valuable resources are often lost of taken out of mail processing operations for lack of an inventory system.

Each wooden pallet weighs 10 pounds. In 2007, we landfilled 2 tons of wood pallets and recycled 70 tons. Our 2011 goal is to decrease the amount of wood pallets landfilled from 2 tons to .5 tons.

SECTION D: PUBLIC OUTREACH AND REPORTING

There are procedures in place for community members voicing environmental issues. The Plant Manager forwards any concerns from the community to the Environmental Specialist who then responds to these concern via phone, mail or email. A website www.uspsperp.com has Performance Track and Wastewise goals and measurements posted.

We offer tours to the public to identify community concerns. Jim Hennessey is the Environmental Specialist for this facility. Mr. Hennessey has done a great deal of work in pollution prevention for the Western New York district which is where the Rochester, NY PDC resides.
 
The Environmental Specialist stays informed as to state and local environmental concerns. In the past, the USPS has provided the community with brochures on our environmental programs and staff has made numerous presentations and workshops and invited community members into the facility for a hands on learning experience. As a Performance Track participant, the USPS would continue to support, educate community members on environmental issues. Our website www.uspsperp.com has Performance Track goals and measurements posted for all of our current Performance Track members. We will use this site for the Rochester, NY PDC as well.
