Background

The Quarterly Report of Class I Motor Carriers of Property (Form
QFR) and Annual Report of Class I and Class II Motor Carriers of
Property (Form M) are mandated reporting requirements for for-hire
motor carriers. Motor carriers required to comply with the BTS

[[Page 55982]]

regulations are classified on the basis of their annual gross carrier
operating revenues (including interstate and intrastate). Under the
financial and operating statistics (F&OS) program the BTS collects
balance sheet and income statement data along with information on
tonnage, mileage, employees, transportation equipment, and other
related data. The data and information collected is made publicly
available and used by the BTS to determine a motor carrier's compliance
with the F&OS program requirements prescribed in the BTS regulations
(49 CFR 1420). The regulations were formerly administered by Interstate
Commerce Commission (ICC) and later transferred to the U.S. Department
of Transportation on January 1, 1996, by the ICC Termination Act of
1995 (the Act), Public Law 104-88, 109 Stat. 803 (1995) (codified at 49
U.S.C. 14123).

II. Request for Comments

BTS requests comments on any aspects of these information
collections, including (1) The accuracy of the estimated burden; (2)
ways to enhance the quality, usefulness, and clarity of the collected
information; and (3) ways to minimize the collection burden without
reducing the quality of the information collected including additional
use of automated collection techniques or other forms of information
technology.
