International Child Labor Program (ICLP)
The International Child Labor Program was created by ILAB in 1993 in response to a direct request from Congress to investigate and report on child labor around the world. These reports have reviewed the use of child labor in manufacturing, mining, and agriculture; children working under forced labor conditions such as bonded (or slave) labor and forced prostitution; the use of child labor in the production of apparel for the U.S. market; and private sector efforts to eliminate child labor through the use of labeling systems and codes of conduct. Through time, Congress has expanded ICLP's activities and mandate. Today, these activities include conducting continued research and reporting on international child labor, administering grants to organizations engaged in efforts to eliminate child labor and to improve access to quality basic education, and raising public awareness and understanding of the child labor issue.

Division of Trade Agreement Administration and Technical Cooperation (TAATC) - formerly Office of Trade Agreement Implementation (OTAI)
The U.S. National Administrative Office was established by the North American Agreement on Labor Cooperation (NAALC), a pact concluded by the United States, Canada, and Mexico as a supplemental agreement to the North American Free Trade Agreement (NAFTA). The U.S. NAO coordinates trilateral, tripartite cooperative activities on labor issues with Canada and Mexico. In addition, the U.S. NAO receives public communications on labor law matters in Canada and Mexico and serves as the official review agency in the United States. Finally, the U.S. NAO serves as a point of contact with the public, the Canadian and Mexican NAOs, the NAALC Secretariat of the Commission for Labor Cooperation, and other bodies set up under the NAALC.

Division of Trade Agreement Administration and Technical Cooperation (TAATC)
The Division of Trade Agreement Administration and Technical Cooperation monitors international labor trends and developments in countries around the world and assists the Secretary of Labor in designing special initiatives to advance U.S. international labor policy initiatives. OFR carries out an active program of technical assistance to countries undergoing a transition to democratic institutions and free market economies as well as to governments seeking to improve workers' rights, employment systems, improve economic security, address HIV/AIDS issues in the workplace, and other initiatives to enhance their nations' economic stability and development. OFR coordinates the Department of Labor's (DOL) participation in the American Labor Officer Program of the U.S. Foreign Service and serves as the point of contact for inquiries on DOL policies and programs from labor officers and labor reporting officers. The Office also arranges U.S. study tours for AID-sponsored groups of foreign nationals; arranges special programs for foreign visitors who are in the U.S. under the auspices of other agencies and who are interested in specific DOL programs; and operates an Information Clearinghouse on workers' rights abroad.

Division of Economic and Labor Research (ELR)
The Division of Economic and Labor Research is responsible for assuring that full consideration is given to the impact of trade and investment policies on U.S. workers. The Trade Policy Division provides staff support for the Department of Labor's participation in the interagency development and implementation of U.S. policy related to multilateral and bilateral trade and investment issues. The Division is also active in the development, negotiation, and implementation of international commodity agreements and proposed import relief and safeguard actions. The Foreign Economic Research Division conducts a comprehensive economic research program to determine the effects of international economic developments on U.S. workers, including the effects of policies related to international trade and investment.

Office of International Organizations (OIO)
The Office of International Organizations facilitates ILAB's role in representing the U.S. Government in several international organizations that deal with global labor issues, including the International Labor Organization (ILO), a specialized agency of the United Nations. In representing the U.S. in the ILO, ILAB works closely with the Departments of Commerce and State, worker representatives to the ILO from the AFL-CIO, and employer representatives from the U.S. Council for International Business (USCIB). OIO also represents the U.S. in the Employment, Labor and Social Affairs (ELSA) Committee of the Organization for Economic Cooperation and Development (OECD), a major component of the organization concerned with employment, training, immigration, statistics, women's issues and social policy. OIO works on the Directing Committee on Economic and Employment Development, which specializes in innovations in job creation, entrepreneurship, and local development, and also assists other agencies in their participation in additional OECD committees.
