Biography

In March 2007, Jeffrey L. Lape was named Director of the Chesapeake Bay Program Office. Jeff brings nearly 30 years of water resources and water pollution control experience to the program. His environmental program development and implementation experience has spanned several levels of government as well as in the private sector.

For the majority of his 16 years with EPA, he has supported development of an array of national policies and programs dealing with point and nonpoint sources of pollution. He helped to spearhead EPA's efforts with industrial wastewater management, combined sewer overflows, animal feeding operations, watershed-based permitting and several other Clean Water Act programs and initiatives. He has a superior grounding in the technical, legal and policy aspects of watershed management.

Most recently, Jeff has served as the EPA's Dispute Resolution Specialist, where he advocates for the consideration and use of collaborative strategies (e.g. facilitation, mediation) to bring parties together to resolve environmental issues. He oversees a wide range of cases involving multiple parties to address resolution of complex issues such as interstate water quality conflicts, National Pollutant Discharge Elimination System permits, and Superfund remediation.

Jeff earned a bachelor's degree in Environmental Science from State University of New York at Plattsburgh and a master's degree in Environmental Science and Engineering from Virginia Polytechnic Institute and State University.

Jeff grew up in the Adirondacks of New York, spending extensive time on Lake George and Lake Champlain, where he gained his keen appreciation for the natural environment. He resides in Chevy Chase, Maryland with his wife, Jill Caporale, and three sons. Jill is an Assistant Professor of Biology and Natural Science at the Northern Virginia Community College. Jeff values the nation's water resources, and takes pride in being a 26-year resident and steward of the Chesapeake Bay Watershed.
