WASHINGTON -- European governments continue to lead the United States' foreign customers in seeking concessions when they purchase defense items from U.S. contractors according to an annual report, Offsets In Defense Trade, released today by The Department of Commerce.
According to the report, for every dollar European governments spend on U.S. defense-related items, they demand almost a dollar back in some form. Offsetting goods and services can include various production arrangements, technology transfer and foreign investment.
Data in the report was gathered from U.S. prime contractors involved in offset trade agreements with foreign countries between 1993 and 1996. This year's report examines 1996 data on new offset agreements and transactions carried out that year to fulfill previous offset agreements.
The report also summarizes a series of meetings the Commerce Department held in 1998 with the defense industry, labor unions and other federal agencies on the defense offsets issue. The meetings resulted from recommendations in the 1997 report. The views of those groups, as well as other interested parties, will be taken into account as the U.S. government reviews its offsets policy.
