(WASHINGTON) -- United States defense industry subcontractors will tell how their businesses are being affected by foreign trade practices when they meet with Department of Commerce officials in Austin, Texas, April 1. The one-day conference, "The Effect of Offsets on the U.S. Subcontractor Base," will take place at the Frank Erwin Center on the University of Texas-Austin Campus.
Commerce’s Bureau of Export Administration, (BXA), is hosting its third meeting about defense offsets. Offsets are various forms of compensation foreign governments require when they purchase products from U.S. companies. BXA’s 1997 report to Congress on defense trade offsets recommended developing a domestic consensus to prepare for offsets discussions with our allies. The President’s Trade Promotion Coordinating Committee’s 1997 National Export Strategy echoed those findings.
R. Roger Majak, Commerce’s assistant secretary for Export Administration, is the featured speaker.
"We know from last year’s report that our largest trading partners’ offset demands are negatively impacting small and medium-sized U.S. defense businesses. The subcontractors’ first-hand input will help us develop a strategy to limit that impact," Majak said.
BXA, the National Defense Industrial Association and the State of Texas Department of Economic Development are co-sponsoring the event. Other speakers include U.S. industry representatives and government officials from the United Kingdom and Australia. Additional speakers will represent subcontractors and suppliers, labor unions and think tanks.
