Sec. 2651a), I hereby delegate to the Assistant Secretary for International Narcotics and Law Enforcement Affairs the function vested in the Secretary of State by 18 U.S.C. Sec. 981(i), 19 U.S.C. 1616a(c)(2), and 21 U.S.C. 881(e)(1)(E), and similar statutes that may be enacted, to approve the transfer of forfeited assets to foreign governments. Notwithstanding this delegation of authority, the Secretary of State or the Deputy Secretary of State may at any time exercise any authority conferred upon the Secretary by these statutes on the transfer of forfeited assets to foreign governments. Any section affected by this delegation shall be deemed to such act as it may be amended from time to time.
