ACTION: Notice of a public meeting. ----------------------------------------------------------------------- SUMMARY: The New England Fishery Management Council (Council) is scheduling a public meeting of its Groundfish Oversight Committee and Groundfish Advisory Panel. SUPPLEMENTARY INFORMATION: The purpose of this meeting is to consider actions affecting New England fisheries in the exclusive economic zone (EEZ). Recommendations from these groups will be brought to the full Council for formal consideration and action, if appropriate. The committee and panel will finalize alternatives for a framework adjustment to the Northeast Multispecies Fishery Management Plan (FMP) to implement mid-season adjustments to the management program for the Gulf of Maine cod fishery that could also carry forward to the 2000-01 fishing year. The framework action will also modify the Georges Bank cod trip limit adjustment mechanism (pending NMFS approval of Framework 30 to the FMP). The Council will hold the initial meeting for this framework adjustment on August 10-11, 1999, when it will identify alternatives for this action. It will hold the final meeting, to select measures for submission to the Secretary of [[Page 42092]] Commerce, on September 21 -23, 1999. The committee and panel will also review the timeline for Amendment 13 to the FMP and outline specific management proposals for a stock-rebuilding program, including but not limited to days-at-sea management, gear reductions and area management. The meeting agenda may also include a review of the technical responses to questions raised by the committee at its June 17 meeting about the scientific basis for the current cod stock boundary delimitation. Although other issues not contained in this agenda may come before this Council for discussion, in accordance with the Magnuson-Stevens Fishery Conservation and Management Act, those issues may not be the subject of formal action during this meeting.
