Section 1: Implementation of Electronic Government Initiatives
Introduction
The Department of Labor (DOL) has chosen to highlight The Safety and Health Information Management System (SHIMS) for this year’s E-Government Act of 2002 Report. SHIMS is a Web-based information management system designed and implemented specifically to comply with Federal on-the-job injury and illness reporting requirements under the Federal Worker 2000, and SHARE (Safety, Health and Return-to-Employment), the successor to Federal Worker 2000.
SHIMS is a Federal program that exemplifies the government’s ongoing efforts to continually improve the business of government and the delivery of services to the U.S. citizen. SHIMS has been recognized over the past few years for its valuable contribution to increasing government efficiency and significantly helping reduce federal costs. The U.S. Department of Labor is proud of this marquee federal program and its continued contribution to serving the Federal community.
How we are transforming our operations
SHIMS replaces the old method of a completely manual, paper-based claims filing process, which took several days to file and upwards of two weeks for an official response from the Office of Worker’s Compensation Programs (OWCP). DOL reinvented and modernized the claims process through a joint venture involving three DOL agencies — Employment Standards Administration (ESA), Occupational Safety and Health Administration (OSHA) and the Office of the Assistant Secretary for Administration and Management (OASAM) — by using the expertise and experience of each agency along with cutting edge business engineering processes.
SHIMS streamlines the filing process by creating a single point of entry via the Internet for all claimants and by simplifying the review and approval process for supervisors and the Worker’s Compensation Coordinator (WCC) through the use of e-mail notifications for action and online case management tools. It also simplifies the workflow process from OWCP by automating the filing process and providing traceability for managers through the approval process. Additionally, the consolidation of the system allows for more accurate reporting and trend analysis tools for workers’ compensation offices, OSHA compliance reporting, and for agency-wide injury trend analyses. Furthermore, the system, which is used DOL-wide and by four other agencies (Transportation Security Administration (TSA), Federal Air Marshall Service (FAMS), Health and Human Services (HHS), Department of Education (DoEd)), with a fifth agency (Federal Emergency Management Agency (FEMA)), currently being implemented, continues to build on its delivery platform — upgrading the design and integrating software technologies, which makes it a more robust and vital tool in improving efficiency of the submission and management decision processes. By adding an OSHA incident reporting component, the system allows employees to file incidence reports at the same time they file workers’ compensation claims.
How we are maintaining ongoing dialogues with interested parties to ensure innovation
The SHIMS Steering Committee (SSC) represents all users and stakeholders of the initiative including the Office of Worker Safety and Health (OWSH), ESA, OSHA, Mine Safety and Health Administration (MSHA), Job Corps, Employment and Training Administration (ETA) as
well as external agencies including the Transportation Safety Administration (TSA), and Health and Human Services (HHS). Its primary responsibility within the governance structure is to address business issues, business processes, and provide guidance and assistance in decision making processes. It also serves as means/forum for sharing business processes, identifying new functionalities and/or recommending modifications to existing functionalities which may address a new business process or regulation. The SSC meets on a monthly basis at the DOL Headquarters.
Our External Partners
Since SHIMS was implemented, DOL has been actively promoting its use to other federal agencies, including offering to host the electronic portal for other agencies. To date, DOL has entered into Memoranda of Understanding (MOU) with five (5) federal agencies for sharing SHIMS—TSA, FAMS, HHS, DoEd, and FEMA. In addition, six other agencies have expressed some level of interest in the Department hosting the system for them.
Our performance and outcome measures
SHIMS has significantly improved the timeliness of claims filing within the Department of Labor. For example, in the year 2000, 57 percent of claims were submitted on time (within 14 days) to OWCP. Since the implementation of SHIMS, to date, 95 percent of claims are reported on time. In addition, external agencies using SHIMS have shown vastly improved timeliness for processing claims. To demonstrate the value-added of SHIMS, prior to utilizing the system, the DoEd had a timeliness rate (as reported by OWCP) in January 2006 of 28.60%. Within one year of SHIMS implementation, the DoEd had improved its timeliness rate by 15%, to 42.90%, in November 2006. This timeliness rate, reported once a year, is expected to continue to improve.
The cost savings / cost avoidance achieved with this initiative
Since SHIMS is a DOL-wide system, each agency within DOL, and external agencies using SHIMS, did not have to make the significant capital investments to build, design and implement the capability to electronically file a workman’s compensation, get notifications for review and approvals, store and view case histories, and most importantly, reports on trend analysis and SHARE goals. The reusability of SHIMS internally by DOL and other federal agencies itself represents a significant cost avoidance. Since its inception in 2005, Total Capital Investment (DME) for SHIMS is $2.07 million dollars.
In addition, each agency using SHIMS has reduced its operating cost to support and maintain their own system, or reduced cost by eliminating the manual process to file, track and submit a claim by sharing/pooling the Operations and Maintenance costs across the agencies. SHIMS operating cost per year is approximately $821,000.
How we are ensuring accessibility
The SHIMS program is setup so that an individual without access to the internet can obtain the necessary forms by calling or sending a letter to their immediate supervisor. The immediate supervisor will then coordinate and forward the information to their respective agency’s Worker’s Compensation Coordinator. The WCC will then mail the necessary information and forms to the requestor. Upon receipt of all the necessary documentation, the WCC files the claim in SHIMS for further review and approval of the individual’s supervisor and other approval authorities. The requestor then receives an acknowledgement letter including the OWCP claims examiner contact information should they need status update and payment history.
SHIMS complies with Section 508 standards which requires Federal agencies to make their electronic and information technology accessible to people with disabilities. Most of the specifications for Section 508 software compliance pertain to usability for people with vision impairments. For example, one provision requires alternative keyboard navigation, which is essential for people with vision impairments who cannot rely on pointing devices, such as a mouse. Other provisions address animated displays, color and contrast settings, flash rate, and electronic forms, among others.
SHIMS provides for public accessibility whether by phone, mail or technology implementation that does not interfere with an individual's ability to obtain and use information quickly and easily.
How we are applying effective capital planning and investment control procedures
The Office of the Chief Information Officer (OCIO) provides guidance and oversight for Agency Information Technology investments through the DOL Capital Planning and Investment Control (CPIC) process (i.e., Select, Control, and Evaluate phases). All major investments at DOL, including SHIMS, must participate in OCIO Quarterly Control Reviews, semi-annual E-Government Reviews, and the preparation and submission of the Office of Management and Budget (OMB) Exhibit 300 IT investment business case, in accordance with the annual Federal budget preparation process as described in OMB Circular A-11, Part 7. SHIMS has participated in the CPIC process since project inception, and continues to effectively utilize CPIC processes as demonstrated by its continued “Green” score in the OCIO Quarterly Control Reviews (Green in FY 2007 Q2 and Q3).

These grants are employer-focused and support the President's High Growth Job Training Initiative, a national model for demand-driven workforce development implemented by strategic partnerships between the workforce investment system, employers, and community colleges and other training providers. OSHA’s website, http://www.osha.gov/dcsp/ote/sharwood.html, provides information about the Susan Harwood Training Grant Program which is designed to provide training and education programs for employers and employees on the recognition, avoidance, and prevention of safety and health hazards in their workplaces. In FY 2007, DOL has over 120 Memorandum of Understanding (MOU) agreements with other federal agencies to assist in sharing and/or disseminating information to the public. DOL has a total of 131 approved records schedules covering the retention and disposition of DOL agency records. In FY 2007, DOL submitted record schedules for eight (8) electronic systems, databases and applications to NARA for approval. The DOL Exhibit 300 for FY 2009 budget year will be reviewed to determine the number of DOL systems left to be scheduled in accordance with the Section 207(e) of the E-Government Act of 2002.
