ACTION: Notice of availability (NOA) of record of decision. ----------------------------------------------------------------------- SUMMARY: The Bureau of Land Management (BLM) announces the availability of the Record of Decision (ROD) for the Environmental Impact Statement (EIS) for the Wyodak Coalbed Methane Project. That EIS analyzes the potential impacts and cumulative effects of proposed coalbed methane (CBM) development on Federal and non-Federal lands in Campbell, Converse, Johnson, and Sheridan Counties, Wyoming. BLM's decision was to approve Alternative 1, which analyzed the impacts of drilling 5000 wells in the project area. BLM received 12 comment letters on the final EIS. None of those comments included new or substantive information that required revision of the EIS. The issues raised in those comment letters are summarized and responded to in the ROD. All comments received were taken into consideration in reaching our decision. BLM Notices of Availability for the draft EIS and for the final EIS for this project were published in the Federal Register on May 14, 1999 (64 FR 26436), and on October 4, 1999 (64 FR 53690), respectively. DATES: The ROD was signed by the State Director on November 17, 1999. Parties in interest have the right to appeal that decision pursuant to Title 43, Code of Federal Regulations, Subpart 3165.4, within 30 days from the date of publication of this NOA in the Federal Register.
