Facility's air permit has been amended for installation of a centralized Bark Burner to replace four (4) existing wood suspension burners on the dryers. In addition, the annual production rate is increased from 465MM square feet to 520MM square feet of OSB per year. This permit amendment 26002/PSD-TX-888M2 was approved by TCEQ on March 8, 2007.

The new permit regarding installation of new unit "bark burner" will not affect our original commitments and as the matter of fact it will improve our commitment #1 in reduction of natural gas. However, the higher production rate, waste ash generation and project construction will increase our annual waste generation for the year 2007 and 2008 which will affect the facility's total non-hazardous waste generation to off-site landfill without affecting the Commitment #3 goal of reduction of 600-800 tons of landfill Pine Tar Waste to a recycleable material.

Clean Texas EMS Assessment

Texas Commission on Environmental Quality (TCEQ), Clean Texas EMS Assessment Team conducted their second EMS assessment audit on August 23-25, 2006 which resulted in site approval as a GOLD member and conditional approval as a highest level PLATINUM member of Clean Texas Program. The final approval for PLATINUM membership is pending for additional review by TCEQ EMS Audit Team.

The TCEQ audit team performed a comprehensive facility-wide environmental audit related to the facility's EMS program including compliance, EMS SOPs, employees interview and TCEQ Check list. The result of this audit was that TCEQ Clean Texas recognized the Carthage OSB facility as a PLATINUM member )the highest level award) and Louisiana Pacific, Carthage OSB Plant received this award on May 2, 2007 in TCEQ trade show in Austin, Texas.

An Internal audit On-Target EMS Assessment is scheduled for facility for 3rd/4th quarter 2007

Usally every three years, we are due by 2nd Quarter-2008

The facility's EMS Team members conduct continuous routine EMS inspection and document the result of their performance in Environmental Observation Cards and Employees Spot-Check. During the fiscal year of 2006 the EMS Team completed a total of 263 Environmental Observation Cards and 66 Employees Spot-Check Forms.

All of the EMS, internal and external audit issues will be documented in Corrective Action Program (CAP) as mandated by the Corporate Environmental Affairs Standard Operating Procedures (SOP). The CAP reports, monthly progress and CAP closures will be monitored in facility's Monthly Environmental Report (MER) by CEA. The majority of CAPs will be closed by the few weeks from the issuance date and the few major issues that requires capital expenditures must be closed no later than six months from the date of issuance.

SECTION C: ENVIRONMENTAL PERFORMANCE RESULTS



C.1 COMMITMENT 1



Louisiana-Pacific Corporation, Carthage OSB Plant's first commitment is to reduce the facility's total (non-transportation) energy use.

On April 22, 2006 the facility completed the conversion of an existing Press Regenerative Thermal Oxidizer (RTO) to Regenerative Catalytic Oxidizer (RCO). The completion of this project resulted in an annual reduction of natural gas consumption for Press RTO/RCO by 38,221,000 cubic foot or 20% less usage compare to the baseline year 2005.

The electrical saving during 2006 was mainly the result of continuous improvement on the plant-wide process equipment program logic control (PLC) and a well managed and planned scheduled down time by facility's maintenance/electrical departments. When the process of one area goes down the PLC shut down other possible areas process equipment to save on electrical usage.

The biomass BTU reduction was the result of lower production during the 2006 which is directly related to the dryers up time since the biomass (wood fuel) is the primary fuel for the dryer's wood burner, low production means less dryer process and less wood fuel. Wood fuel generates from the facility's baghouses which collect waste wood from the saw line, sanders, edge trims, T & G, and screeners.

C.2 COMMITMENT 2



Louisiana-Pacific Corporation, Carthage OSB Plant's second commitment is to reduce the facility's materials use, specifically green logs.

The capital project for the Saw Trim Recovery project has been approved by the management and installation was scheduled for the 1st Quarter of year 2007. However, due to a continuous effort by the facility's maintenance and production department including wood yard management we were able to reclaim an annual total of 70.00 tons of dryed wafers from the waste pile back into the production line.

During the normal production, ocasionally good wafers have to be forced out side the process equipment through the fire dump and out side the warehouse due to the fire detection inside the pnumatic ducts and vessels. Dumped wafers will be transferred to a disignated area calls Fuel Pile or Waste Pile which finaly loaded to trucks and ship off-site as alternative fuel for other plants. In 4th quarter 2006 we started a (reclaim process) by loading these wafers in to a fron loader and introduce them back into our process.

We are expecting to see a reduction of approximate 10,000 tons of green logs in 2007 after the completion of Saw Trim Recovery project.

C.3 COMMITMENT 3



Louisiana-Pacific Corporation, Carthage OSB Plant's third commitment is to improve the management of the facility's non-hazardous waste, specifically yellow pine tar sludge generated from the Wet Electrostatic Precipitator (WESP) process.

In 2006 we were able to reduce our facility's annual total solid waste generation to landfill by approximately 100,000.00 lb in comparison to baseline year of 2005. However, due to the green log market which resulted to considerable amount of down time, we have generated about 26,000,000.00 lb less recyclable material such as bark and fines.

The goal of this commitment is to change the status of approximately 600-800 tons of non-hazardous waste pine tar which is currently shipping to an off-site landfill to a reusable alternative fuel for a facility that can utilize it for this purpose.

In spite of all the efforts and research by facility's EMS Team to locate and identify a source to recycle or utilize this particulare waste (pine tar) as alternative fuel during the 2006, we had no favorable success. The EMS team continues this effort for the years to come.

C.4 COMMITMENT 4



Louisiana-Pacific Corporation, Carthage OSB Plant's fourth commitment is to reduce the expected lifetime energy use of the facility's product(s).

Techshield is a specific product and a portion of our total annual production. However, the production of techshield is directly related to our main production line. We will be able to make more techshield if we increase the main line production. Due to this factor, we have decided to select the Normalization Factor as the main production line. The Louisiana Pacific engineering department has estimated that a 1,000 square feet of this product can save a total of 75 KwH of electricity. Therefore, more footage of this product, more electrical saving. This commitment's goal is to increase the Techshield production by 1,500,000 SF by goal year 2008 or an extra electrical saving of 112,500 KwH.

2006-TechShield board production of 108,740,600 square feet was approximately 5,243,500.00 square feet less than 2005. The lower production was related to facility's down days that were resulted from the low green log market. However, the result of normalized year indicate a slight improvement of 315,900.00 kWh or 0.3% for 2006 in comparison with baseline year of 2005.

In spite of diappointment housing market, we are expecting a better market for TechShield board for the year 2007.

Bark Burner Installation A permit amendment application was prepared and submitted to Agency associated with purchasing and installation of an industrial and centeralized bark burner. The capital project for this syatem was reviewed and approved by management. The installation of new bark burner will enable us to utilize a total of annual 60,000.00 to 70,000.00 tons of bark generated on-site as fuel for the bark burner which reduces the consumption of natural gas by a minimum of 10-15% per year for entire facility.

SECTION D: PUBLIC OUTREACH AND PERFORMANCE REPORTING



In spite of our continuous effort in trying to interact with Panola County and City of Carthage officials including County Local Emergency Planning office and Fire Department,we did not have a successful outcome during the year 2006. However, the facility EMS Team has scheduled a community out reach program on April 14, 2007 in a joint venture with Panola County Constable office.
