The Title VIII program, administered by the Department of State, seeks to build expertise among Americans on Russia, Eurasia, and Eastern Europe through support for advanced research, language training, and other activities both in the U.S. and in the region. FY 1999 grant recipients are listed below. 1. American Council of Learned Societies Grant: $390,000 (EE). Purpose: To support language programs, dissertation fellowships, advanced graduate fellowships, the Junior Scholars Training Seminar, post-doctoral fellowships, and pre-dissertation travel grants.
