2006



ISO 14001 recertification audit

Full ISO 14001 recertification audit of facility.
The San Angelo Ethicon Facility is an ISO 14001 certified manufacturing. While our core business is 'medical device manufacturing', specifically surgical sutures, the ISO 14001 assessment and certification is independent of the facility product.

A correctly conducted ISO 14001 assessment is an evaluation of the Environmental Management System of the facility and the ability of the facility and facility management to identify and respond timely and effectively to existing or potential environmental issues.

Therefore, a correctly conducted ISO 14001 assessment evaluates the entire facility and all business areas, as applicable, to compliance with environmental requirements. These requirements include but are not limited to RCRA, Title V, MACT, NESHAP, other applicable EPA requirements, requirements of the Texas Commission on Environmental Quality (TCEQ) as codied primarily in 30TAC, and ETHICON/JnJ Best Management Practices and corporate requirements.

During the last audit specific areas audited included:
1) air permits, MACT, NESHAP, Title V, and NSPS, and subsequent documentation,
2) RCRA solid waste permits, solid waste storage solid waste disposal, solid waste documentation, and solid waste BMP's,
3) waste water permits, industrial water use, industrial water disposal.

Internal/Corporate EMS audit conducted May 2006 in anticipation of ISO 14001 audit. Complete records and facility review.

As the format and intent of an ISO audit id well known and not secret, the scope of the internal preaudit is, as best we can prepare, exactly the same as the scope of the actual audit.

To wit;
A preaudit assessment of the entire facility and all business areas, as applicable, to compliance with environmental requirements including but are not limited to RCRA, Title V, MACT, NESHAP, other applicable EPA requirements, requirements of the Texas Commission on Environmental Quality (TCEQ) as codied primarily in 30TAC, and ETHICON/JnJ Best Management Practices and corporate requirements.

Regulatory Compliance Audit by third party contractor anticipated 4th quarter 2007.

As a result of the EMS Audit, it was identified that the Management team had not always ensuring that the environmental aspects of existing activities, which can have important environmental impacts, are being identified during annual review, analysis, and update of site aspects and impacts, that Management has not in all instances develop and clearly communicated the requirements for the proper management of materials, wastes, and flammable storage, and that Management has not clearly identified or maintained documents, which are intended to provide guidance for operations and implementation/completion of actions designed to achieve environmental improvements.

These findings have resulted in the following corrective actions, of which some are complete and some are on-going;

Provide AIA training to management, update AIA's (Complete) 
Put flammable cabinets on PM program (Complete) 
Institute Recycling Awareness Campaign (On-going)

SECTION C: ENVIRONMENTAL PERFORMANCE RESULTS



C.1 COMMITMENT 1



ETHICON - San Angelo's first commitment is to reduce the facility's total water use.

Total water usage for 2006 continued to increase to 35,843,000 gallons. The reason for this increase is still unknown. We hope to install additional meters this year to quantify flow.

Additional xerascaping of the facility has been completed. Selected trees exhibiting high water demand have been removed from the facility. These changes will result in decreased demand for irrigation water.

This year however water use increased. This anomaly is unexplained at this time although we believe the issue might be related to water generated during remediation activities that are incorrectly also ascribed to water purchased. The determination of the correct usage, both historically and into the future, has been assigned as a project with a commencement date of June 01, 06. Hopefully we will be alble to get a handle on this issue over the course of the rest of the year. We, unfortunately, have nothing more to share at this point, but will provide additional information as part of the PTRACK submittal for next year.

C.2 COMMITMENT 2



ETHICON - San Angelo's second goal is to reduce the generation of, and improve the management of, the facility's non-hazardous waste.

Facility continues to identify opportunities to recycle non-hazardous waste. During 2006 pallet corners were brought into the recycle stream from the waste stream, resulting in an additional few thousand pounds removed from trash. In 2006 a Process Excellence project was initiated to reinforce recycling activites. Recycle paper quantities have increased, along with increases in cardboard, and foil.

As of 6/10/2008, the total nonhazardous waste in 2006 was changed from 1,0743.23 tons to 1,038.75 tons because of a reporting error.

Facility has continued to identify opportunities to utilize non-hazardous waste in reuse/recycle activities. During 2005, waste paper rolls from the print shop were identified as being amenable to recycle activities. Ethicon receives blank product labels on rolls to facilitate shipping. When the labels are printed and blanked from the rolls, the remainder of the rolls were landfilled. During 2005 these rolls were identified for recycle. A second identified 2005 recylce waste stream consists of the unused printed boxes from the packaging stations in the facility. Similiar to the paper rolls, this waste sream was identified as being amenable to recycling and removed from the landfill stream. While no hard data for theseindividual waste streams exists, it is estimated that the volume is in the range of 75 to 100 tons/year. These initiatives have results in decreased use of landfill options and increased use of reuse/recycle.

Baseline and commitment data have changed due to the addition of incineration and fuel blending to the waste management methods reported. These methods have been in use since 2003.

C.3 COMMITMENT 3



ETHICON - San Angelo's third commitment is to reduce the facility's total GHG emissions.

Limited success in reducing energy consumption in 2006 due to infrastructure handicaps associated with the age of the facility. However, wind turbine project is moving forward and expect to install up to 5 turbines in 2008. Currently collecting weather data from 250ft weather tower installed on site as part of feasability study. Results to date are very promising and JnJ Corporate is very interested in supporting this project. Anticipated costs of 10MM dollars.

Ongoing activites and planning stage activities for new initiatives in 2007. These efforts focus primarily around initiatives to reduce use of purchased electricity. Initiatives include timers and motion detectors for intermittent use areas, and removal of fluorescent tubes and replacement with dummy tubes from multiple tube lighting fixtures. We are also actively pursuing opportunities to install wind turbines at the facility to generate a share of our electricity. We anticipate an engineering feasability study to be undertaken this year. We are also evaluating opportunities for the generation of electricity for specific small scale applications via solar cells.

Some of the reduction is due to plant not having as much leased facilities.

C.4 COMMITMENT 4



ETHICON - San Angelo's fourth commitment is to reduce the facility's generation of hazardous waste.

No projects undertaken in 2006.

More correctly stated, no significant additional projects were undertaken in 2006.

The print shop project to convert from solvent inks to water based and UV inks was initiated on schedule and completed early 2007. The completion of this project should result in a significant reduction of hazwaste generation from the print shop. We anticipate a 40% reduction and will be able to document as the print shop documents 2007 usage numbers.

During 3rd and 4th quater 2006 and continueing through 2007, certain manufacturing functions were relocated from San angelo to other facilities within the ETHICON group. While these 'relocations'
do not meet the classical definition of Hazwaste reduction projects, they will result in a decrease in Hazwaste generation rates that will be documented with the submission of the 2007 data.

Associate education and management of existing waste streams continues to be the primary waste reduction management tool used at this facility.

Efforts to reduce/manage hazardous waste generation are ongoing.
No projects were defined/undertaken in 2005 that resulted in a discrete reduction in haz waste generation. Efforts were focused on education and management of existing waste streams. However an opportunity was identified in 2005 to convert from solvent based inks to water based inks in the print shop. This opportunity is expected to be implemented 3rd quarter 2006 and should result in a defined reduction in the next PTRACK report.

Baseline and commitment data have changed due to the addition of fuel blending to the waste management methods reported. These methods have been in use since 2003.

A process of reusing a hazardous waste has been discontinued for a while, should be started back up this year sometime.

Member of facility management sits on Keep San Angelo Beautiful (KSAB) city board. The facility donates time and money to local environmental projects including Earth Day, KAB cleanup events, and other KSAB organized activiites.
