SUMMARY: The Federal Communications Commission, as part of its continuing effort to reduce paperwork burden invites the general public and other Federal agencies to take this opportunity to comment on the following information collection, as required by the Paperwork Reduction Act of 1995, Public Law 104-13. An agency may not conduct or sponsor a collection of information unless it displays a currently valid control number. No person shall be subject to any penalty for failing to comply with a collection of information subject to the Paperwork Reduction Act (PRA) that does not display a valid control number. Comments are requested concerning (a) whether the proposed collection of information is necessary for the proper performance of the functions of the Commission, including whether the information shall have practical utility; (b) the accuracy of the Commission's burden estimate; (c) ways to enhance the quality, utility, and clarity of the information collected; and (d) ways to minimize the burden of the collection of information on the respondents, including the use of automated collection techniques or other forms of information technology. Respondents: Business and other for-profit entities. Number of Respondents: 50. Estimated Time Per Response: 40 hours. Frequency of Response: Once. Total Annual Burden: 2,000 hours. Total Annual Costs: $0. Needs and Uses: Section 76.924 of the Commission's rules specifies cost accounting and cost allocation requirements for regulated cable operators. Section 76.924 was established as part of the cable rate regulation requirements set forth in the Cable Television Consumer Protection and Competition Act of 1992 (``1992 Cable Act''). This collection (3060-0564) accounts for the burden imposed on cable operators to rearrange their accounting records to be in compliance with the requirements set forth in Section 76.924. At this time, that burden should be considered a one-time only recordkeeping requirement for new cable operators. The original requirements set forth in Section 76.924 became effective July 21, 1993. Existing operators are therefore assumed to have already rearranged their accounting records and are in compliance with this recordkeeping requirement. Information derived from accounting records that are arranged in compliance with Section 76.924 is used by the cable operators themselves when completing rate filings and by local franchising authorities when reviewing rate filings.
