Take notice that on October 1, 1999, Overthrust Pipeline Company (Overthrust) tendered for filing as part of its FERC Gas Tariff, Original Volume No. 1 and First Revised Volume No. 1-A, to be effective November 1, 1999. Overthrust states that this filing is a general rate case under Section 4(e) of the Natural Gas Act and is filed in compliance with the April 1, 1998, order in Docket No. RP97-301. The April 1, 1998, order required Overthrust to file a general rate case under Section 4(e) of the Natural Gas Act by October 1, 1999. Overthrust tendered for filing and acceptance the following tariff sheets to its FERC Gas Tariff: Original Volume No. 1 Eighteenth Revised Sheet No. 6 First Revised Volume No. 1-A Third Revised Sheet No. 4 Sixth Revised Sheet No. 70 Overthrust states that the rates it has proposed are based on the overall cost of service for the base period consisting of the twelve months ended June 30, 1999, adjusted for known and measurable changes through March 31, 2000, which justifies an increase in Overthrust's jurisdictional transportation revenues of approximately $1.0 million over Overthrust's currently effective rates approved by Commission order dated April 1, 1998, in Docket No. RP97-301. Overthrust states that the increase in jurisdictional rates reflected in its filing is necessary to permit Overthrust the opportunity to recover its revenue requirements. Overthrust requests an effective date of November 1, 1999, for the tendered tariff sheets. Overthrust further states that a copy of this filing has been served upon Overthrust's jurisdictional customers, the Wyoming Public Service Commission, and the Utah Division of Public Utilities. Any person desiring to be heard or to protest said filing should file a motion to intervene or a protest with the Federal Energy Regulatory Commission, 888 First Street, N.E., Washington, D.C. 20426, in accordance with Sections 385.214 or 385.211 of the Commission's Rules and Regulations. All such motions or protests must be filed in accordance with Section 154.210 of the Commission's Regulations. Protests will be considered by the Commission in determining the appropriate action to be taken, but will not serve to make protestants parties to the proceedings.
