SUPPLEMENTARY INFORMATION: Given the number of nuclear power plants that have permanently shutdown, the NRC has recognized the need for generic guidance on appropriate Technical Specifications for permanently shutdown power reactors. This NUREG report describes the NRC staff's proposed Standard Technical Specifications for Permanently Defueled Westinghouse Plants (STS PDW). The report includes a detailed discussion of the strategy followed for determining the contents of the STS PDW. The proposed STS PDW is being published to provide the general public and the nuclear community with an opportunity for comment. The contents of the proposed STS PDW are based primarily on the Standard Technical Specifications, Westinghouse Plants (NUREG-1431, Revision 1, April 1995), which in turn were based on the criteria in the NRC Final Policy Statement on Technical Specifications Improvements for Nuclear Power Reactors (SECY-93-067, 58 FR 39132; July 22, 1993). The proposed STS PDW reflect the experience gained in the development of the Permanently Defueled Technical Specifications (PDTS) for the Trojan Nuclear Plant, the first PDTS approved by the NRC that were based on the improved STS for Westinghouse Plants. As licensees begin to plan permanent shutdown of their nuclear power plants, they are encouraged to adopt the STS PDW to an extent that is practical and consistent with their licensing basis.
