FRCSW refurbishes aircraft and components for the US Navy and other goverment agencies. FRCSW maintains capability to test, disassemble, repair, manufacture, rebuild and calibrate much of the US Navy's inventory of aircraft and components.

FRCSW is one of 32 tenants of the North Island Naval Air Station, FRCSW occupies 63 buildings including over 2 million square feet of workspace on 358 acres. The organization employs approximately 4000 civilian and military personnel to complete it's mission.

SECTION C: ENVIRONMENTAL PERFORMANCE RESULTS



Goal 1: FRC Southwest's first goal is to reduce the facility's toxic air emissions.
FRC SW is continually researching and making replacements for toxic materials with less toxic formulations of equal performance. As the field of green chemistry continues to develop and mature FRC SW will strive to emit less and less toxic air pollutants.

A key to our Hazardous Air Pollutant (HAP) reduction plan is the replacement of a Methylene Chloride paint stripping tank with a formulated product containing N-methyl-2-pyrrolidone, ethanolamine and petroleum distillates. Once this substitution is approved and implemented the total FRC SW HAP emissions will be reduced by approximately 60%.

At FRC SW our chemical inventories and material usage is tracked using a pharmacy distribution system that uses the computer software system Hazardous Material Management System (HMMS). This system tracks materials in inventory and usage by checking out and checking in hazardous materials assigned to individuals by weight.

Additionally actual usage of air regulated materials including paints, solvents, adhesives, plating solutions and other chemicals are tracked by logging actual usage in the shops and entering that data into the EnviroCom Access database.

Goal 2: FRC Southwest's second goal is to reduce the facility's total (non-transportation) energy use.
FRCSW is planning to implement a Utility Energy Service Contract (UESC) to install more energy efficient lighting and HVAC equipment. Planning and identification was done in 2007. Implementation is scheduled for 2008. After all work is finished with the UESC the total energy consumption will be reduced by 4%.
The increase noted in energy used is related to FRC's Steam usage, which historically has exhibited the least accurate of our metering. Approximately 70% of FRC's Steam usage is actually metered, the remainder is either proportioned from shared meters, or estimated. Prior to FY07, one of FRC's largest steam users (Bldgs 464-468) had been estimated, the metered usage now shows production is somewhat higher but now more accurate allowing us to identify energy saving opportunities.

FRCSW uses utility meters to keep track of consumption in all buildings. NAVFAC Southwest reads these meters monthly and provides the data to FRCSW.

Note baseline data was revised on 7/11/2008 to report natural gas use instead of steam and to correct electricity. Baseline energy use was revised from 279.84 MMBtu to 170,720.79 MMBtu.

Goal 3: FRC Southwest's third goal is to reduce the facility's generation of hazardous waste, specifically containerized hazardous and industrial wastes treated off site. It does not include industrial wastewater that is treated at the NAS North Island Industrial Wastewater Treatment Plant.
FRC SW uses consolidation of compatible waste streams to reduce the waste generated at this facility. Further FRC SW participates in a recycling program that reuses spent blast media in cinder blocks used for construction. This program was recently expanded to include all the spent blast media at the facility.
Increases in amount of waste generated are a result of significant remediation projects that have been undertaken to remove and decontaminate over five miles of chemical pipeline at the painting complex and other smaller projects. FRC SW is considering macro consolidation to reduce our waste generated and meet our commitments to Performance Track.

At FRC SW our chemical inventories and material usage is tracked using a pharmacy distribution system that uses the computer software system Hazardous Material Management System (HMMS).

The same computer system is used to generate waste labels for drums, track the residence time and inventory the containers for shipment. The HMMS system generates reports that are used to track our waste disposal trending.

Emergency Response and Preparedness During internal auditing sorties it was discovered that the report form used to investigate spills or releases into secondary containments was inadequate for reporting purposes.
The form was edited and the emergency response coordinator was re-trained on how to effectively document potential reports.
Emergency Response and Preparedness Reviewing the cause of a release of water into the secondary containment due to the overfilling of a process tank in the plating shop, it was identified that the time to fill tanks could be greatly reduced by increasing the diameter of the water pipe. The pipes diameter was increased and the time reduced, resulting in less likelihood of human error caused overfilling.
Internal Communication The automated email notification system used to communicate and resolve ISO audit findings, non-conformances and opportunities for improvement contained terminology that was too generic and was not clear. The document control and record system was revamped to better clarify the message, specifically the subject line to identify who has the next action.
Legal and Other Due to new personal exposure limits of Hexavalent Chrome over $1.2 million was appropriated for the purchase of new equipment, tools and Personal protection equipment to provide protection to the employees and the environment.
Water Conservation The water conservation plan was re-written to continue efforts to reduce water usage. The new draft includes contemporary technology that will be implemented in the future.






SECTION D: PUBLIC OUTREACH AND PERFORMANCE REPORTING


On a quarterly basis a community Regional Action Board (RAB) meeting is held with members of the local community to discuss the current environmental issues at FRC SW and any potential impact they could have on the area.
FRC SW also has a full time Public Affairs Office that facilitates communications with the local and metropolitan communities. Activities in the past year have included our public internet site, news releases, and hosting television news segments at the facility to allow the community to view our operations.

The local community via the RAB meetings and Public Affairs Office has expressed concern over truck routes through the community in the past. In response we have established set truck routes for routine deliveries and coordinated with the community to schedule times and routes for special projects.

FRC SW exhibits at the San Diego Earth Day Festival (metropolitan) and the Coronado Flower Show (local) annually.
