Yes

At Camden Operations, we are now manufacturing new derivative product lines. Instead of the track-laying vehicle rocket launcher, we have developed a wheeled vehicle launcher. We have also switched to a more technologically advanced missile to help support our deployed army.

Our facility has quarterly Defence Contract Management Agency (DCMA) audits which is a Safety and health audit. We also have peer audits that are conducted by other Lockheed Martin Missiles and Fire Control sites. Each week we also perform internal ESH audits within the facility.

Due to the EMS assessments and compliance audits, we have initiated two main actions. Camden operations has installed a Quality Control System in the Waste Water Treatment Facility and substituted Acrastrip for MNAK, which is used for paint process equipment cleanout (where feasible). We are also in the process of installing a solvent recycler to reduce the amount of MEK waste. As far as sludge production, we have just been approved for the use of a sludge dryer. It will be installed soon and will decrease waste numbers drastically.

The Hazardous Solid Waste exceeded the performance commitment due to the start up of new product lines throughout the years following 2001. Hazardous waste generation was increased due to new equipment startup trial and error for the military, and from the increased use of liquid solvent used for line flushing operations in one of the coating operations. Most of our paint line flushing operations have been able to switch to an aqueous based product but we have a coating operation that is so sensitive that MEK solvent continues to be used. We are presently testing the feasibility of using a solvent distillation unit for possible re-use of this flushing solvent to reduce usage of the raw product material as well as the waste generated.

Camden Operations started an aggressive energy campaign in 2003 that increased employee awareness and interest in energy conservation. We have swithched over to Green tipped bulbs in most light fixtures as well. However, our energy usage increased for two main reasons. The PAC3 missile facility, which uses heating and cooling, was constructed after 2001. This building includes two coating booths that use 300 tons alone for air conditioning. This operation is very sensitive to temperature and humidity requirements. The launcher test building behind the Camden Launcher Integration Complex was also built which increased energy use.

Emissions of VOCs still decreased from last year for the actual quantity, but exceeded the performance commitment value with the estimated normalizing factor. Even though touch labor hours went down, there were two new production processes added to support new missile programs. These operations included the installation and operation of three additional coating booths, three ovens, and four sanding booths all with emissions accounted for under the facility air permit. Just one facility’s booth operation alone averaged about 2,000 hours of emissions per year over a two year period. We currently have three on-site chemical engineers continuosly working on methods to reduce emissions. We are currently in the process of testing a solvent still for solvent reuse, as well as alternative solvents not on the HAPs list.

SECTION D: PUBLIC OUTREACH AND PERFORMANCE REPORTING




D.1Please briefly describe the activities that your facility conducted during the year to interact with the community on environmental issues and to report publicly on environmental performance.

Lockheed Martin Missiles and Fire Control, Camden Operations, is an active member of the Camden Area Highland Industrial Safety and Environmental Board, the Ouachita County Local Emergency Planning Committee, as well as the Arkansas Environmental Federation. Camden operations continues to work with the community in a varietiy of different ways. We promote ESH issues through active involvment in several community groups. Camden operations personnel have individually contributed to countless community activities such as local elementary ESH awareness, Earth Day, recycling incintives, walk-a-thons, and beautification projects. Lockheed Martin supports, encourages and recognizes these efforts by asking employess to log all volunteer time and recognizes those that have shown exceptional effort.
