SECTION C: ENVIRONMENTAL PERFORMANCE RESULTS



C.1 COMMITMENT 1



Arizona Chemical - Port St. Joe Plant's first commitment is to reduce the facility's toxic air emissions, specifically Total Reduced Sulfur (TRS).

The facility started projects during 2005 to reduce emissions from the two largest TRS sources at the plant. The first project allows skim oil to be dehydrated without heating in tanks. This project was completed in December of 2005. The second project provided a cover for the barometric skim pond to reduce TRS emissions from this area source. This project was completed in February of 2006. Emission reductions will be realized during 2006. The increase in emissions over the 2003 baseline is due primarily to increased production rates. Emission testing is scheduled for 2006 to verify emission estimates.

C.2 COMMITMENT 2



Arizona Chemical - Port St. Joe Plant's second commitment is to reduce the facility's discharges of BOD.

The facility has taken many steps to improve wastewater quality in the plant over the last two years. These improvements have resulted in a substantial reduction in BOD discharges to the City's wastewater treatment plant. The major improvements include better control of pH from process discharges that result in less emulsification of oils and improved oil removal from the barometric skim pond.

C.3 COMMITMENT 3



Arizona Chemical - Port St. Joe Plant's third commitment is to reduce the facility's total (non-transportation) energy use.

The facility conducted numerous activities to reduce energy usage in the plant. These activities included large capital projects to modify the distillation process to reduce heat and steam requirements, and to change the oil collection and dehydration process to eliminate heating of barometric skim oils. Major modifications were also made to cooling towers to improve efficiency and reduce the demand for makeup water. Additional focus was placed on steam trap repairs and upgrades, and timely identification and repair of steam leaks.

C.4 COMMITMENT 4



Arizona Chemical - Port St. Joe Plant's fourth commitment is to reduce the facility's total water use.

The facility has continued to identify and implement water reduction efforts going back to the mid 90s. This year’s efforts included major modifications to cooling towers to improve efficiency and reduce the demand for makeup water. Other activities included improved operation of coolers and exchangers and more overall facility focus and the use of water in the plant.

SECTION D: PUBLIC OUTREACH AND PERFORMANCE REPORTING


The facility conducted four Community Advisory Council (CAC) meetings, two of which were held at the plant. The first plant meeting included a Performance Track Flag Raising Ceremony attended by the EHS Director of International Paper and the General Manager of Arizona Chemical, as well as many community leaders and elected officials. Status of our Performance Track commitments was discussed at each CAC meeting
