Renewable Fuel Standard Reporting Forms

September 18, 2008, Next filing deadline November 30, 2008. The Central Data Exchange (CDX) registration deadline for this reporting cycle will be November 1, 2008. Those companies whose registrations arrive after the November 1, deadline may need to use the alternative filing procedure. Companies needing assistance with registration or reporting may call the RFS program at 202-343-9755 during normal business hours (Eastern Standard Time 9:00-5:00). Companies needing assistance with CDX set up, should call the CDX Helpdesk at 888-890-1995

This web page contains reporting forms and instructions for the Renewable Fuel Standard (RFS) program (40 CFR 80 Subpart K). Any party that generates or owns RINs in a calendar quarter must report to EPA for that quarter. The following list identifies the reports that each type of reporting party must submit:

Reports due quarterly (RFS0100, RFS0200, RFS0400) are due within 2 months of the end of the calendar quarter. Reports due annually (RFS0300) are due by the end of February following the compliance year.

These reports are to be submitted via EPA's Central Data Exchange (CDX). To register for a CDX user account or to register a company or facility for the RFS program, please visit our Fuels Programs Registration page. If you need a transaction partner's company ID number, please visit our Fuels Programs company and facility ID master list (Excel) (99 pp, 1.7M, October 9, 2008).

Alternative filing procedures for non-CDX users

If your company has not completely set up a CDX account before the August 1, 2008 CDX deadline, you may mail your reports using the following procedure:

1) Place all report files on a disk (CD-ROM or diskette).

2) Provide a printed hard copy of every report.

3) Provide a cover letter on company letter head that states “I certify that, to the best of my knowledge, the information included in this submission meets all applicable requirements of 40 CFR Part 80, Subpart K.” The letter must be signed by a responsible corporate officer (no delegates) and must identify the reports being submitted.

Please send your submission to one of the following addresses. When using a commercial delivery service, do not use the U.S. mail address (or vice versa) as your mail will be delayed, may be returned to you, or may even never arrive at our offices.

If your submission is damaged in the mail, you will be required to resubmit your reports. You may use CDX to resubmit to avoid extra mailing costs.

The above alternative filling procedure is not intended to be a permanent reporting option. Those companies are urged to sign up for CDX.
