Emergency Planning Subcommittee (EPS)

The Emergency Planning Subcommittee (EPS), in general, will formulate, guide, and review National Security Emergency Preparedness (NSEP) planning for Federal spectrum-dependent systems.

In the furtherance of the above, the EPS shall specifically:

  • Maintain the NTIA Emergency Readiness Plan for Use of the Radio Spectrum (ERP), Parts I, II, III, IV, and V to reflect current plans and procedures;
  • Review, in accordance with the provisions of Chapters 1, 7, and 10 of the NTIA Manual (Sections 1.4.2 (Article V, Section 7), 7.3, 10.0.5, 10.4.1, 10.4.5, and 10.4.7), the national security emergency functions supported by spectrum-dependent systems and their proposed, associated Telecommunications Service Priorities for Radiocommunications (TSP-Rs), i.e., spectrum-use priorities; and
  • Ensure emergency spectrum management planning and practice are in accordance with current NSEP telecommunications policy.
