Rights to these inventions are vested in the U.S. Government as represented by the U.S. Army Soldier Systems Command (SSCOM). Under the authority of Section 11(a)(2) of the Federal Technology Transfer Act of 1986 (Pub. L. 92-502) and Section 207 of Title 35, U.S. Code, the Department of the Army as represented by SSCOM intends to grant an exclusive license on the micro rappel system to New England Ropes, Inc., 848 Airport Road, Fall River, MA 02720.
