Take notice that on November 16, 1998, El Paso Natural Gas Company, (El Paso), Post Office Box 1492, El Paso, Texas, 79978, filed in Docket No. CP99-79-000 a request pursuant to Sections 157.205 and 157.216 of the Commission's Regulations under the Natural Gas Act (18 CFR 157.205, 157.216) for authorization to abandon, by conveyance to PNM Gas Services, a Division of Public Service Company of New Mexico, a portion of Line No. 213 or T or C Line, all as more fully set forth in the request for authorization on file with the Commission and open to public inspection. El Paso proposes to convey approximately 12.5 miles of the T or C Line and to retain approximately 0.19 miles of T or C Line with the T or C Meter Station in order to continue deliveries of natural gas to PNM Gas Services. PNM Gas Services concludes that the integration of this segment would permit PNM Gas Services to resolve certain existing operational problems in the affected service area. Specifically, integration of the segment as part of PNM Gas Services' distribution system would permit PNM Gas Services to receive its volumes of gas directly off the California pipelines. Thus, PNM Gas Services would be better able to regulate pressure on its entire distribution system. Any person or the Commission's staff may, within 45 days after issuance of the instant notice by the Commission, file pursuant to Rule 214 of the Commission's Procedural Rules (18 CFR 385.214) a motion to intervene or notice of intervention and pursuant to Section 157.205 of the Regulations under the Natural Gas Act (18 CFR 157.205) a protest to the request. If no protest is filed within the time allowed therefor, the proposed activity shall be deemed to be authorized effective the day after the time allowed for filing a protest. If a protest is filed and not withdrawn within 30 days after the time allowed for filing a protest, the instant request shall be treated as an application for authorization pursuant to Section 7 of the Natural Gas Act.
