Update West '98 -- Progress on Exporting

WASHINGTON -- The Commerce Department's Bureau of Export Adminstration (BXA) Update West '98 annual conference on export controls will be held at the Los Angeles Sheraton Universal Hotel on February 10 and 11. The two days of seminars and meetings to allow industry and government representatives to discuss the export control issues affecting U.S. companies doing business around the world.

Papken Der Torossian, CEO and Chairman of Silicon Valley Group, will be the keynote speaker at 12:15 on Tuesday, February 10. Mr. Der Torossian will discuss his work in the high tech industry and the challenges facing U.S. firms competing in the global marketplace.

The conference will provide over 450 business leaders, exporters and government officials an opportunity to discuss the recent implementation of the Wassenaar Agreement, a multilateral group established to prevent destabilizing accumulations of dual use technologies and commodities which are used to manufacture conventional weapons, as well as the recently published regulations for exporting high performance computers.

Participants will have an opportunity to examine efforts by BXA to streamline export controls through: the adoption of new export control classification numbers (ECCN) designed to harmonize with those of the European Union and the Wassenaar Arrangement, and a single reporting form for exporters to use for certain shipments, and encouraging the creation of export management systems that allow companies to more easily move through the export licensing process.

There will be seminars and panels discussing specific topics such as: an examination of international nonproliferation regimes; the accurate use and filing of shippers export declarations (SEDs); enforcement issues; exports of encryption products; and, defense trade advocacy.
