Learn About PHMSA Programs

Energy products and hazardous materials support the American economy and our way of life. Americans use oil and natural gas everyday to heat, cool and light our homes and businesses, travel to work, and provide raw material for the many other things we use, including plastics, fibers, and paints. We also use a variety of chemicals to clean our water, create medicines, fertilize crops, and manufacture clothing and many other essential commodities.

PHMSA is charged with ensuring the transportation of these chemicals and energy products are conducted in the safest possible manner, free of risk to the American public, property and the environment, regardless of the transportation mode.  To learn more about PHMSA’s hazardous materials and pipeline safety programs, including the issuance of regulations and ensuring compliance through inspections and enforcement, visit the links below.

Hazardous Materials Safety Program
PHMSA's hazardous materials safety program is the Federal safety authority for the transportation of hazardous materials by air, rail, highway, and water. Information here includes hazmat guidance documents, hazmat carriers' special permits and approvals information, reports and incidents summaries, penalty action reports, registration information and forms, the Emergency Response Guidebook for first responders, Freedom of Information Act requests, and the Hazardous Materials Emergency Preparedness grants program.
Pipeline Safety Program
PHMSA's pipeline safety program is the Federal safety authority for the nation's 2.3 million miles of natural gas and hazardous liquid pipelines. Here you can find information regarding pipeline regulations, proposed and final rulemakings, pipeline statistics, Common Ground Alliance and One Call programs, request procedures under Freedom of Information Act guidelines, reports on major pipeline accidents/incidents and corrective action orders, pipeline mapping systems information, training and publications, and online library of Pipeline Safety forms and public information files.
