If you are a USPPI and you decide to delegate the EEI filing to an authorized agent, you must:

• Provide the authorized agent with a properly executed power of attorney or written authorization.
  

Authorized Agent:

• Have a properly executed power of attorney or written authorization from the USPPI or FPPI.
• Be physically located in the United States.
• Obtain proper certification by doing one of the following:
• Obtain certification to file using a certified AES service center (such as AESDirect.gov) or AES-certified software. See AES filer certification.
• Create your own software and obtain AES software certification.

Service Center:

• Obtain AES software certification to use an AES service center (such as AESDirect.gov), AES-certified software, or custom developed software.

Software Developer:

• Obtain AES software certification to transmit SEDs to AES via custom developed software.
