1. Exported under a license exception.
2. Foreign government agencies, except: Bulgaria, India, the People's Republic
of China (PRC), Romania, and Slovakia. These countries require an Import Certificate
or official End-Use certificate.
3. Application covered by a Special Comprehensive License.
4. Applications for Relief Agencies registered with USAID.
1. Exports requiring a license to the following countries: Bulgaria, India,
Pakistan, and the PRC.
2. An Import or End-Use Certificate need only be submitted
with the application if it is a PRC End-User Certificate (must submit original).
All other Import or End-User Certificates must be retained
on file with the applicant.
3. If the value of the export is below $5,000 for a single CCL entry, except
for the PRC, no import certificate is needed.
4. If end-user is a non-Chinese entity in the PRC then a Statement of Ultimate
Consignee and Purchaser may be substituted for a PRC End-User Certificate,
with BIS approval.
5. An Import or End-User Certificate must be obtained for all reexports
for HPCs to Bulgaria and the PRC. No other reexports require an Import or
End-User Certificate.
1. Exports requiring a license to the following countries:
In Computer Tier 3:
Afghanistan, Armenia, Azerbaijan, Bahrain, Belarus, Bosnia & Herzegovina,
Egypt, Georgia, Israel, Jordan, Kazakhstan, Kuwait, Kyrgyzstan, Lebanon, Macau,
Moldova, Mongolia, Oman, Qatar, Russia, Saudi Arabia, Tajikistan, Turkmenistan,
Ukraine, United Arab Emirates, Uzbekistan, Vietnam, and Yemen.
In Computer Tier 4:
Cuba, Iran, Iraq, Libya, North Korea, and Syria.
2. Only submit with license application if the country of ultimate destination is listed in either Country Group D:2, D:3, or D:4. Otherwise, all required Statements by the Ultimate Consignee and/or Purchaser must be retained on file by the applicant.
3. Statement by the Ultimate Consignee and Purchaser is not required if the applicant is the same person as the ultimate consignee. This exemption does not apply where the applicant and consignee are separate entities, such as parent and subsidiary, or affiliated or associated firms.
4. Statement by the Ultimate Consignee and Purchaser is not required if the
export is valued at $5,000 or less, and is not part of a larger transaction.
5. A Statement by the Ultimate Consignee and Purchaser is required for all
reexports, which if directly exported from
the U.S. would require such a support document, to Country Group D:1 and E:2.
