Washington, D.C. -- William P. Crowell, President and Chief Executive Officer of Cylink Corporation was appointed today to head the Encryption Subcommittee (PECSENC) of the President’s Export Council (PEC). At today’s quarterly meeting of the PEC, Michael Armstrong, Chair, named Crowell to head the subcommittee charged with providing private sector guidance to the Government’s development of encryption policy.
Crowell has extensive experience with the United States Congress, foreign governments, private corporations, research institutions and the Federal Government. His knowledge of information security, research and development, and communications systems development make him the ideal chair of the subcommittee charged with providing advice and guidance to the Government’s encryption policy development.
As President and CEO of Cylink Corporation, Crowell oversees a company that develops and sells products that make public and private networks secure for business. Founded in 1984, Cylink was the first company to market a security solution that protects an entire network communications session, or link, using public key cryptography.
Prior to coming to Cylink, Crowell served as Deputy Director of the National Security Agency -- the senior civilian position at the Agency. In this position he served as chief operations officer of the Agency, guiding and directing the development of strategies and policy and serving as the principal advisor to the Director. His appointment capped a long career which began at NSA in 1962, and included being Vice President, Atlantic Aerospace Electronics Corporation from 1989 to 1990.
Crowell received his B.A. in Political Science from Louisiana State University in 1962. He did graduate studies went on to study at George Washington University and special programs at Harvard University. He is married to Judy Crowell, has two adult children, and makes his home in San Jose, California.
In April of 2002 the Bureau of Export Administration (BXA) changed its name to the Bureau of Industry and Security(BIS). For historical purposes we have not changed the references to BXA in the legacy documents found in the Archived Press and Public Information.
