EPA New England Pesticide Program serves as a liaison between EPA Headquarters in Washington, DC and the New England states. The Office of Pesticide Programs (OPP) and the Office of Enforcement and Compliance Assurance (OECA) are located in Headquarters. EPA enforces the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA). OPP and OECA review and approve pesticide products and labeling through the pesticide registration process. These Offices also develop policy and national initiatives.

FIFRA, is among the first environmental laws enacted in the United States. Pesticides have been regulated since 1910. In 1970, Congress transferred the administration of FIFRA to the EPA. FIFRA has been amended several times, most recently in 1996 with the Food Quality Protection Act. (FQPA)

Most FIFRA activities have been delegated to the states. Our New England state partners, known as state lead agencies (SLAs), implement pesticide policies and initiatives and enforce state and federal pesticide laws and regulations.
