| • | Familiarize yourself with our website and Import Administration’s in order to become acquainted with the resources available to you. Numerous documents are available via the web and by request that will assist you in determining whether the development of a petition is appropriate for your industry. | ||||||||||
| • | Review the basic statutory evaluation criteria for initiation of a case. U.S. law specifies the minimum requirements for an adequate petition. Understanding the statutory criteria early on will help you to assess whether you are likely to meet the basic criteria for initiation of your petition, or whether pursuing a case is warranted in your particular situation. You will want to focus on the merchandise that is injuring your industry, the degree to which the domestic industry supports your analysis, and a like product analysis. These aspects are critical to the ultimate success of your case and require careful attention. | ||||||||||

Review required data and consider potential data sources in your case. In
order to simplify the procedures for filing a petition, we have developed
petition guidelines and presentations that you can use as the beginning steps in the petition
filing process. Although the final product that you file with the
Department of Commerce and the International Trade Commission will
include several pages of narrative discussion followed by attachments in
which you detail your allegations, we encourage you to review the information below so
that you can organize your information and begin to prepare your petition.

| • | As part of your initial steps, you may also want to review recorded import statistics for your product. Common sources could include trade associations and data recorded by the U.S. government which is available in the USITC Datweb at http://dataweb.usitc.gov. If you need assistance gathering the information we are happy to provide support. | ||||||||||
| • | Familiarize yourself with our sample outline of a petition. By understanding better how the information from the petition guidelines is organized, you will improve the strength of the narrative and are likely to reduce the amount of time needed to write the narrative. | ||||||||||
| • | Discuss your case with a Petition Counselor prior to preparing a written petition and filing officially. The Petition Counseling and Analysis Unit has several trained counselors that can assist you in preparing and reviewing draft petitions.
