The seal was lifted
on a one-count indictment which was filed on June 22, 1993 in
U.S. District Court in Kansas City, Kansas, charging Godfrey Allen
Payne d/b/a Allen Payne Surplus with participating in a conspiracy
between May 1988 and August 1990 to rig bids, in violation of
Section 1 of the Sherman Act, involving auctions of government
surplus conducted by the Defense Reutilization and Marketing Office
and the General Services Administration ("GSA") in Kansas, Missouri
and Nebraska. The investigation is being conducted by the Chicago
Field Office of the Antitrust Division with the assistance of
the Army Criminal Investigative Division; the Defense Criminal
Investigative Service; GSA, Office of the Inspector General in
Kansas City, Missouri; and the U.S. Attorney's Office for the
District of Kansas.
