The Ministry of Commerce of China and the United States Department of Commerce are co-hosting the "Sino-U.S. Export Control Seminar" on Sept. 17-18, 2003, in Shanghai. It has been three years since the last U.S. export controls seminar was held in China.
The purpose of the seminar is to educate the business community about U.S.
and Chinese export controls, regulations and enforcement. Four U.S. officials
from the Department of Commerce's Bureau of Industry and Security and the
U.S. Embassy in Beijing will explain the Export Administration Regulations
(EAR), in particular as they relate to reexport controls. Agenda topics include
the scope of the EAR, the Commerce Control List, foreign policy controls,
nonproliferation controls, compliance and enforcement. Chinese speakers from
the Ministry of Commerce, Ministry of Foreign Affairs, National Development
and Reform Commission’s National Chemical Weapons Convention Implementation
Office, the Commission of Science, Technology and Industry for National Defense,
and the General Administration of Customs of China will make presentations
on non-proliferation and export control topics.
This seminar will be beneficial for companies that use U.S.-origin parts and
components for manufacturing and assembly, companies that use U.S.-origin
systems, software, or technology to develop foreign-made products, and companies
that reexport those products, software and U.S.-origin items. Companies that
are not aware of the U.S. Export Administration Regulations can also use this
opportunity to better understand U.S. export controls.
