Congestion Management Process
- An Interim Guidebook on the Congestion Management Process in Metropolitan Transportation Planning (HTML, PDF 853KB) - This interim guidebook document showcases opportunities to utilize an objectives driven, performance-based approach to enhance the quality of CMP. This interim guidebook document, along with the M&O interim guidebook document, will be finalized in the Fall of 2008 after FHWA and FTA conduct a wide-ranging outreach program in Summer 2008 to showcase the guidebooks and receive further input on this approach.

- Improving Mobility and Accessibility with Managed Lanes, Pricing, and BRT - This report documents the proceedings of the 12th International HOV Systems Conference: Improving Mobility and Accessibility with Managed Lanes, Pricing, and BRT held in Houston, Texas on April 18–20, 2005. The proceedings summarize the presentations from the plenary sessions and the breakout sessions. The plenary sessions included presentations on the high-occupancy vehicle (HOV) system in the Houston area, updates on national activities, and future trends in managing mobility.

- Managing Demand Through Travel Information Services - The brochure highlights the opportunities and benefits for using traveler information services to manage demand during periods of congestion, including congestion during commute periods, special events, and emergencies. The brochure aims to provide ideas for the use of traveler information in states, regions, and communities. The brochure presents the diversity of traveler information systems employed around the country and overseas and how agencies are using traveler information as a demand management tool.
- Mitigating Traffic Congestion – The Role of Demand-side Strategies - Federal Highway Administration's Office of Transportation Management has produced a new report on demand-side strategies and the important role that it plays in 21st Century transportation operations. This report builds upon previous work done on travel demand management in the early 1990's to present a newer, more contemporary, perspective on what managing demand in the 21st Century really means. The in-depth case studies illustrate a handful of the many applications of demand-side strategies in place today. The case studies attempt to highlight the diversity of programs, with an effort to find examples that also provided one or more measures of program effectiveness.

The top 10 lessons learned are centered on these three general areas: analytical methods, data quality, and institutional issues.
- Measuring Congestion: Learning From Operational Data (PDF 512KB) - This report summarizes how the Washington State DOT (WSDOT) uses operational data to assist in measuring congestion, evaluating capital and operational improvements, and communicating traveler information and system performance to the public. It is not intended as the definitive work on congestion measurement; rather, it describes WSDOT's experience in learning more about congestion measurement.
- Sharing Data for Traveler Information: Practices and Policies of Public Agencies (DOC 414KB) - As the primary source of basic data on travel conditions, public agencies through their data sharing practices can have a powerful effect on deployment of 511 telephone numbers and other types of traveler information services. This report documents the current state of the practice, describing how the public and private sectors deal with data ownership and sharing, and examines policies aimed at facilitating data sharing and ultimately improving the quantity and quality of information that reaches travelers.
- Sharing Information between Public Safety and Transportation Agencies for Traffic Incident Management (PDF 707KB) - This report (NCHRP Report 520) presents lessons learned from around the country on how public safety and transportation agencies share information for managing traffic incidents. Managers of traffic incident management programs, either public safety or transportation, can apply these lessons to improve the capabilities of their programs.
- VDOT CEDAR GIS Application - Virginia DOT's Comprehensive Environmental Data and Reporting (CEDAR) system - Virginia DOT has integrated GIS into its planning process. CEDAR is used to catalogue transportation and natural resource data for use in transportation geospatial applications.

- Analysis of Capital Cost Elements and Their Effect on Operating Costs, TRB, December 2005 (PDF 617KB) - The Region 2 University Transportation Research Center has released a report that examines cost overruns, unit cost escalation, and project escalation for light rail capital costs. The report suggests that training, peer reviews, less restrictive procurement requirements, and improved understanding of life-cycle costs and standards could help mitigate cost growth.
- Project Performance Report - 2003: Regional Operations and Technical Assistance Programs In the San Francisco Bay Area, Fiscal Year 2002-03 (PDF 937KB) - This report provides an update on the San Francisco Bay Area regional operations and technical assistance program funding and tracks project performance.
- Transportation Systems Management and Operations: Operating Cost Eligibility Under the Federal-Aid Highway Program - This guidance is meant to assist FHWA partners in determining applicability of Federal-Aid Funding for the operating costs of traffic monitoring, management, and control systems, such as integrated traffic control systems, incident management programs, and traffic control centers. This incorporates and updates information provided in information fliers discussing reimbursement of startup and operating costs for traffic control management projects provided in January 1998 and again in January 1999 by the Office of Traffic Management and Intelligent Transportation Systems Applications.

- Highway Safety and Public Health: State Legislative Action, 2004 - The National Conference of State Legislatures has released a report that summarizes the many bills on traffic safety issues that were considered by state legislatures during the 2004 legislative sessions. The report is designed to provide information about current traffic safety issues to legislators, federal officials, and other interested parties.

- 2005 Urban Mobility Report - This report uses data from federal, state, and local agencies to develop estimates of congestion and mobility within an urban area.
- Identification of Operation Assets - This document provides an informational foundation for operations asset management. Identifying the operations assets will establish a base line from which analytical capabilities; and data, information, and performance measure needs can be identified. The information will also help characterize aspects of operations asset management. Publication No. FHWA-HOP-05-056.
- Integrated Corridor Traffic Management, Final Evaluation Report (PDF 1.22MB) - This report summarizes the recommendations, conclusions, best practices, and lessons learned based on findings derived from an Integrated Corridor Traffic Management evaluation in Minnesota. EDL No. 12863.
- Performance-Based Measures in Transit Fund Allocation - This report (TCRP Synthesis 56) examines the extent to which traditional measures of transit performance, such as internal measures of economic efficiency, service effectiveness, and productivity, are used in allocating funds to transit.
- Performance Measures of Operational Effectiveness for Highway Segments and Systems Operations Performance Measures - This report (NCHRP Synthesis 311) examines the use of performance measures for the monitoring and operational management of highway segments and systems.
- Performance Measures to Improve Transportation Systems: Summary of the Second National Conference - This report (TRB Conference Proceedings 36) contains the proceedings from a conference held on August 22–24, 2004, in Irvine, California. The purpose of the conference was to explore the implementation and use of performance measures and to discuss how to monitor the impact of performance measures on the delivery and quality of transportation services. The proceedings include summaries of presentations made in each conference session and of resource papers. These summaries highlight a variety of agencies' experiences with the set of performance measures and identify research that could improve the set of performance measures. The resource papers prepared for the conference are also included in the proceedings.
- Planning Analysis Tools for Operations/ITS Evaluation: Gap Study - A study has been recently undertaken to better understand the analysis tools that are available for evaluating ITS and operations projects and strategies in the transportation planning process. This study was undertaken to better understand the needs for analyzing operations/ITS projects in the planning process, the current capabilities, and the "gaps" in the capabilities of the tools that are currently available. The results of the "GAP Analysis" are summarized in the following technical memorandums:

The summary also includes boxed reports on three areas of emphasis: performance measures, succession planning, and national parks and public lands.

- Primer on Regional Transportation Operations Collaboration and Coordination – This primer was written for transportation professionals and public safety officials from cities, counties, and States who are responsible for day-to-day management and operations within a metropolitan region. It is intended to help agencies and organizations, and the operations people within them, understand the importance of regional collaboration and coordination, how it happens, and how to get started. This document may also be of interest to agencies such as metropolitan planning organizations (MPOs) already involved in regional collaborative efforts by helping them build on previous success.
- Regional Concept for Transportation Operations: The Blueprint for Action - A Primer (HTML, PDF 5MB) - A Regional Concept for Transportation Operations (RCTO) is a management tool to assist in planning and implementing management and operations strategies in a collaborative and sustained manner. - The National Academies' Geographic Information Center - To help foster a better understanding of the many uses of geographic information - from urban planning to safe navigation to disaster relief - the National Academies has launched the Geographic Information Center, a website that organizes the Academies' body of work on the subject. The new website provides updates on the latest projects, reports, and events on geographic information topics, and also features case studies and other highlights of reports. January 2005.

- Chapter 2: What have we learned about freeway, incident, and emergency management and electronic toll collection? (PDF 109KB) - Electronic toll collection (ETC) systems similarly aid in reducing congestion on toll roads. In a complementary way, emergency management systems can greatly aid in locating incidents and responding to them in the most rapid and effective manner possible. Each of the ITS technologies discussed in this paper shows potential benefits; however, only a few of the technologies have reached widespread deployment.

- Influence of Transportation Infrastructure on Land Use, Federal Highway Administration Urban Land Institute Workshop - Often cited as the reason for suburban sprawl, roadway projects frequently are opposed by members of the general public, who assume that if roads are built, development will always follow. The support for this assumption is most often anecdotal, and the FHWA does not believe this is always true. Other factors, such as local and regional land use and economic development policies, also play an important role in suburban growth. The Federal Highway Administration asked ULI to convene a group of real estate and planning professionals to provide a better understanding of the correlations between the approval of transportation infrastructure projects and local land use patterns. ULI conducted an Advisory Services workshop titled "Location Decision Making: The Role of Transportation Infrastructure."

- Institutional Issues Discussion Paper (DOC 62KB) - Traffic incident management is the planning and coordination of people and material resources to safely address and quickly clear disruptions and distortions to the flow of traffic on our nation's highways. Traffic incident management encompasses the development and application of specific practices and tools, often involving the careful interaction of multiple agencies and functions. Despite the fact that much of the discussion about traffic incident management focuses on operations and technology, there is widespread agreement that significant improvements require departures from "business as usual". The "institutional" changes go beyond improved practice in the field. This paper discusses the issues involved in making these institutional changes.

- National Response Plan - The National Response Plan standardizes federal incident response actions by integrating existing and formerly disparate processes. The Plan uses the National Incident Management System (NIMS) to establish standardized training, organization, and communications procedures for multi-jurisdictional interaction and clearly identifies authority and leadership responsibilities. The Plan also provides a comprehensive framework for private and non-profit institutions to plan and integrate their own preparedness and response activities, nationally and within their own communities.

- A Regional HOV System Planning Approach Involving Multiple Agencies (PDF 58KB) - This paper presents the Texas DOT's HOV planning framework for the Austin region, highlighting both the technical and the policy-related elements of the process. Included in the paper are descriptions of a number of features of the process: a multi-agency interlocal agreement for HOV system planning; a regional HOV Task Force comprised of technical staff from participating agencies to support and compliment Major Investment Studies (MIS) on specific corridors; inter-agency review teams for each MIS; and the use of research results from other communities as a basis for technical decisions and for the development of public education/awareness tools.

- Statewide Multimodal Transportation Planning Proceedings: 2004 Peer Exchange TRB Transportation Research Circular E-C082 – This report focuses on cost estimating for transportation planning and incorporating safety into the transportation planning process. It provides an overview of the presentation and roundtable discussions that took place during the peer exchange on July 27-28, 2004, in Park City, Utah. The report also includes responses to questions on statewide multimodal transportation planning from state departments of transportation and metropolitan planning organizations.
- Transportation Evacuation Planning and Operations Workshop - This workshop was held in New Orleans, LA, on March 21-22, in conjunction with the 2005 National Hurricane Conference. Nearly 35 individuals attended the workshop. The workshop objectives were to: (1) Share updates on transportation plans, Intelligent Transportation Systems (ITS) deployments, and institutional arrangements associated with transportation operations during hurricanes. (2) Discuss the Evacuation Liaison Program and identify areas for improvements/refinements. (3) Share information about upcoming activities and conferences supportive of transportation operations.

- VDOT CEDAR GIS application - Virginia DOT's Comprehensive Environmental Data and Reporting (CEDAR) system. Virginia DOT has integrated GIS into its planning process. CEDAR is used to catalogue transportation and natural resource data for use in transportation geospatial applications.
