What is OPAC?
On-Line Payment and Collection System maintained by the U. S. Treasury.



What is an(Agency Bureau Code) ABC?
An Agency Code is a 2-digit numeric code assigned by the Department of Treasury to identify a department or agency. It is the first two digits of the 8-digit Agency Location Code. A Bureau Code is a 2-digit numeric code assigned by GSA to identify a bureau or other organization subdivision within a department of the Government.



What is a Customer Number?
This is a 6-digit alpha/numeric code to identify the billed customer.



Where is the Customer Number located?
The customer number is located on the right-hand side of the report across from the billed address above the Agency Bureau code (ABC).



How does an Agency establish or change a Customer Number? NON-OPAC Customers: A written request should be submitted to General Services Administration, Accounts Receivable 7BCRK, 819 Taylor Street, Fort Worth, TX 76102 or fax to 817-978-4616. 7BCRK will forward to the appropriate service office.



What is an (Agency Location Code/Paying Office/Pay Station) ALC?
This is an 8-digit code assigned by Treasury to identify an accounting station within an agency. Used for processing transactions through the OPAC System.



How does an agency establish an Agency
Location Code(ALC) or get an ALC address changed?

What are the billing charges for?

    LOCAL TELECOMMUNICATIONS SERVICE:
  • RECURRING MONTHLY CHARGES - Lines and line associated equipment that incur a monthly rental charge
  • PRIOR MONTHLY CHARGES - To bill or credit agencies for corrections to their account from previous months.
  • LABOR CHARGES - One time charge for labor associated with installation, removal or Changes that occur within the current month.
    COMMERCIAL USAGE CHARGES:
  • TOLL CHARGES - Charges for long distance commercial calls. Other charges include Directory Assisted, Direct Dial, Collect and International calls.
  • MESSAGE UNITS - Charge for local calls made to non-government and non-centrex numbers.
  • BILLING ADJUSTMENTS AND OTHER CHARGES - Adjustments to recurring and prior monthly billed charges.
  • ADJUSTMENTS TO LOCAL TELECOM SERVICE and ADJUSTMENTS TO COMMERCIAL USAGE - Adjustments to correct billings for toll and related charges.
  • MAIN LINES - Total number of billed telephone lines.
  • CUSTOMER TOTAL - Total of all charges for the individual customer.
Getting a copy of my bill?
A copy of your bill can be viewed and printed from the Internet Explorer/TOPS Telephone Billing Search page, http://www.finance.gsa.gov/tops/tops.htm. A copy of your bill can also be obtained from Region 7, Office of Finance, Accounts Receivable Branch, by submitting a written request, faxed to 817-978-4616. (NOTE: If you are an OPAC customer and not in your Finance Paying Office, contact your paying office for a copy of your bill.)

*FOR OPAC CUSTOMERS* When an erroneous charge on your bill or the entire bill has been charge
d to your Agency Location Code ALC) in error, contact the OPAC representative in the Accounts Receivable Branch at 817-978-3412 to determine if a chargeback would be appropriate. You can also contact the appropriate service office for verification BUT you will still need to contact the OPAC representative for a chargeback number to be used in the description of the OPAC transaction.
